According to the plan, in determining public investment projects, Quang Nam province prioritizes infrastructure projects that create great spillover effects and inter-regional connectivity, especially the province's strategic transport infrastructure, ensuring synchronization, modernity, connectivity, and comprehensiveness, promoting regional and intra-regional connectivity of the province; strengthening infrastructure connecting localities with Chu Lai International Airport... ensuring a reasonable and effective investment structure between regions and fields.
With investment projects using capital sources other than public investment capital, promote investment attraction to expand, improve productivity and efficiency of production and business establishments in the area. In particular, priority is given to attracting investment resources from economic sectors to develop concentratedly in accordance with the orientation of 2 economic regions - 2 driving clusters - 3 development corridors.
Priority sectors and fields for investment attraction include: Transport infrastructure; logistics infrastructure, airport systems, seaports, inland waterway ports; power sources and power grids, clean water supply systems; natural resources, environment, waste treatment; mineral exploitation; infrastructure of economic zones, industrial parks, industrial clusters; high-tech agricultural, forestry and fishery zones; urban areas, tourist areas, sports areas; infrastructure for education, training, healthcare, culture, information and communication, and social security.
To achieve the target of an average annual GRDP growth of over 8% during the 2021-2030 planning period, Quang Nam is expected to need to mobilize a total social investment capital of about 630 trillion VND during the entire planning period. Of which, in the 2026-2030 period, the total investment capital to be mobilized is about 422 trillion VND.
According to the plan, Quang Nam will invest with focus, priority, highly effective projects, important, urgent, breakthrough and widespread projects; increase disbursement rate associated with project quality and complete projects on schedule as a basis to attract non-budgetary investment resources according to the motto "using public investment to lead private investment".
In addition, the province will focus on selectively attracting investment, foreign investment projects, prioritizing projects with advanced technology, new technology, high technology, clean technology, modern management, high added value, spillover effects, connecting production and supply value chains in the region and globally...
