According to a report by the Ministry of Agriculture and Environment , the country currently has 28,164 fishing vessels with a length of 15 meters or more installed with voyage monitoring equipment, reaching more than 99%. Every week, localities review and update the list of fishing vessels at high risk of violating IUU fishing on the VMS database so that competent authorities can focus on inspecting, controlling, and handling violations (if any). Every day, the Ministry of Agriculture and Environment provides a list of fishing vessels of localities operating near the border, losing VMS connection near the border with countries to monitor, contact ship owners, and captains to warn against violating IUU fishing, and exceeding the permitted fishing boundary at sea.

Fishing ports and local fisheries management departments continue to issue confirmations and certificates of origin of aquatic products according to regulations. Since October 2023, no feedback has been received on shipments exported to the European market violating IUU. A plan has been issued to inspect and control longfin tuna from imported fishing; continue to implement regulations on controlling imported aquatic products according to the provisions of the Port State Measures Agreement (PSMA) and by container ships.
Specifically, from the beginning of 2025 to present, the organization has inspected foreign ships docking at ports under the PSMA Agreement for 14 ships with a total weight of 7,635,340 kg of tuna (skipjack tuna: 4,923,975 kg, yellowfin: 1,982,704 kg; bigeye: 728,661 kg) at 3/14 ports designated for foreign ships to dock.

In Lam Dong, in the first 7 months of 2025, patrols and controls were organized for 518 ships and canoes; 18,650 fishing boats with 140,025 workers were registered and verified (10,247 ships departed/78,870 workers; 8,403 ships arrived/61,155 workers ).
From now until September 2025, the Provincial Border Guard continues to direct Border Guard stations and Squadron 2 to increase peak patrols and controls on rivers and at sea; resolutely not allowing people and fishing vessels to go to sea without ensuring the conditions for practice (registration, inspection, fishing license, installation and maintenance of VMS equipment...) and safety equipment according to regulations; require 100% of fishing vessels with a length of 15 meters or more to connect to VMS equipment when operating at sea according to regulations; strictly handle cases of fishing vessels violating, especially IUU violations.
Directing at the conference, Deputy Prime Minister Tran Hong Ha requested the Ministry of Agriculture and Environment to coordinate with ministries and branches to review and supplement legal regulations on route control, procedures for issuing route certificates, origin of fishing output at fishing ports; manage maximum and minimum fishing output according to fishing grounds and seasons, and strengthen management of seafood purchasing and processing regulations. In particular, it is necessary to include regulations on loan interest support for fishermen who are fully equipped with equipment for fishing routes. At the same time, localities must review, develop and implement sustainable career transition plans for fishermen.
The Ministry of Agriculture and Environment strengthens coordination with relevant ministries and branches to develop and implement monitoring and evaluation mechanisms, and implement sustainable fishing goals according to IUU requirements. Specify responsibilities, quantify results, and achieve sustainable fishing and protection of aquatic resources. Including identifying aquatic resource conservation areas; prohibited fishing areas; managing fishing vessel itineraries, and tracing the origin of products. Deputy Prime Minister Tran Hong Ha emphasized: “In the past, the development of a legal system on fisheries has achieved good quality, now it needs to be implemented better, the long-term goal must ensure livelihoods for people. Including supplementing the authority and responsibility of the private port system; expanding the management objects in the management chain of seafood trading and processing enterprises; decentralizing and decentralizing comprehensive management of sustainable fishing at the local level…”.
