Arrest of loan shark at interest rate up to 540%/year in Dong Nai

On November 11, Nhon Trach District Police, Dong Nai Province issued a decision to temporarily detain Dao Tuan Anh (born in 1988, residing in Kien Quoc Commune, Kien Thuy District, Hai Phong City; residing in My Khoan Quarter, Hiep Phuoc Town, Nhon Trach District) to investigate the act of Lending at high interest rates in civil transactions.

Previously, at around 5:30 p.m. on November 11, upon receiving information from the public, Dao Tuan Anh specialized in lending at high interest rates in civil transactions and was collecting interest from borrowers in Hiep Phuoc town, Nhon Trach district.

Immediately afterwards, the Criminal Police Team of Nhon Trach District Police coordinated with Hiep Phuoc Town Police to arrest Dao Tuan Anh red-handed while he was collecting NTT's interest and seized 1 mobile phone and 20 million VND in cash.

After a quick check, the police discovered that Dao Tuan Anh tested positive for drugs. Searching Tuan Anh’s residence, Nhon Trach District Police seized many documents of the borrower such as citizen identification card, driver’s license, vehicle registration, etc.

At the investigation agency, Dao Tuan Anh confessed to lending money to more than 30 people at interest rates of 10,000 - 15,000 VND/1 million/1 day, equivalent to interest rates of 360% - 540%/year.

Previously, on August 24, Nhon Trach District Police decided to prosecute the case and prosecute the defendant Dinh Van Truong (born in 1999, residing in Giao Thinh Commune, Giao Thuy District, Nam Dinh Province) to investigate the act of lending at high interest rates in civil transactions.

On April 18, Phuoc Thien Commune Police, Nhon Trach District, patrolled and discovered Dinh Van Truong distributing leaflets with the content "Thinh Phat - Loan Support - Contact: 03563128xx," on the roads of Ben Cam Hamlet, Phuoc Thien Commune, Nhon Trach District.

During an administrative inspection of Truong's residence in Ben Cam hamlet, Phuoc Thien commune, Nhon Trach district, Phuoc Thien commune police discovered in the rented room Truong had rented 43 loan papers printed according to the form, filled in with information and signatures of the borrower and many business cards.

Phuoc Thien Commune Police contacted the people named in the loan papers and worked with 11 people. In total, the loan amount from Truong was 104,232 million VND, the interest was 32,217 million VND, the principal and interest were 136,449 million VND, the interest rate was 304,167%/year and many people who borrowed money have not been able to work.

Phuoc Thien Commune Police established an initial file to receive information about the crime and transferred it to Nhon Trach District Police to handle and investigate according to their authority.
