On the afternoon of October 10, after a day of serious and responsible work, the 17th session of the 11th Provincial People's Council, chaired by Chairman of the Provincial People's Council Nguyen Hoai Anh and Vice Chairmen of the Provincial People's Council, closed.
At this session, the Provincial People's Council carefully reviewed and discussed the submissions and draft resolutions submitted by the Provincial People's Committee. Thereby, it unanimously approved 12 resolutions on provincial planning, mechanisms, policies, and investment policies for projects according to the meeting's agenda.
In his closing speech, Chairman of the Provincial People's Council Nguyen Hoai Anh emphasized that these are very important resolutions, having a great impact on the socio -economic development and people's lives in the province. Therefore, the Provincial People's Council requests the Provincial People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, to focus on organizing the urgent, drastic and synchronous implementation of solutions to ensure that the resolutions just passed soon come into life and achieve high efficiency.
In particular, for the Provincial Planning for the period 2021 - 2030, with a vision to 2050, it is necessary to urgently complete the procedures and documents according to regulations to submit to the Prime Minister for approval. Immediately after being approved by the Prime Minister , the Provincial People's Council requested the Provincial People's Committee to organize a conference to announce the planning to widely disseminate the planning content to all levels, sectors and all classes of people. At the same time, it is required that all levels and sectors thoroughly grasp and promote the sense of responsibility in planning management, ensuring that the planning is implemented effectively and synchronously, making the most of resources to serve rapid, comprehensive and sustainable development.
Regarding resolutions related to investment policies and adjustments to investment policies of projects, the Provincial People's Council requested the Provincial People's Committee to direct investors to accelerate the progress of implementation and disbursement of investment capital for projects; regularly urge, inspect and supervise to ensure the quality of works, direct management and settlement of capital to ensure strictness, efficiency and compliance with regulations, promptly overcome shortcomings, improve investment efficiency, and quickly put completed works into use.
Regarding the Resolutions on policies to support training, fostering, and attracting human resources to work in the province, it is recommended that the Provincial People's Committee direct the implementation immediately after the resolution is issued, especially some contents that need to be specified in order to promptly and conveniently implement the policy for agencies, units, and localities. Strengthen the propaganda and dissemination of policies through many appropriate forms to spread and attract beneficiaries to participate in the policy.
Chairman of the Provincial People's Council Nguyen Hoai Anh requested the Standing Committee of the Provincial People's Council, Committees, Delegation Groups and Provincial People's Council delegates to strengthen supervision, promptly detect shortcomings and inadequacies to propose and request the Provincial People's Committee and relevant agencies to have solutions to ensure the resolutions are implemented with the highest efficiency.
