On the afternoon of July 30, the 2nd session of the 10th Provincial People's Council (term 2021 - 2026) completed all the contents and agenda of the session and held the closing session.

The Provincial People's Council voted to pass 24 resolutions with high consensus among the delegates.
Notably, the Resolution on the socio -economic development tasks of Vinh Long province in 2025; The People's Council unanimously set out the general goal of operating the 2-level local government apparatus smoothly, stably and effectively; determined to successfully implement the goals, targets and tasks of the Resolution of the 11th Provincial Party Congress, term 2020 - 2025 and the 5-year Socio-Economic Development Plan (2021 - 2025), GRDP increased by 8.0% or more.
Promote restructuring of sectors and fields, focusing on transforming the structure of crops and livestock, building and replicating models of linking agricultural product consumption; prioritize investment in research, application and transfer of science and technology; continue to improve the investment and business environment, improve provincial-level indicators, develop enterprises, start-ups, digital transformation, improve the quality of human resources; exploit well the potential advantages of the marine economy and renewable energy; comprehensively and synchronously develop cultural fields, ensure social security and welfare, improve people's lives, preserve and promote cultural values, and unite the whole nation.
Strengthening resource management, environmental protection, proactively preventing and combating natural disasters, and adapting to climate change. Improving the effectiveness of handling complaints and denunciations, preventing and combating corruption and waste. Strengthening national defense and security, ensuring social order and safety; improving the effectiveness of foreign affairs, proactively linking for development and international integration.
Regarding the Resolution promulgating the Regulation on decentralization of revenue sources, expenditure tasks and percentage (%) of division for each budget level in Vinh Long province to specify the decentralization of revenue sources, expenditure tasks and percentage (%) of division of revenue sources according to the 2-level local government organization model.
The principle of decentralization is consistent with the decentralization of socio-economic, defense and security tasks for each field and the socio-economic, geographical and population characteristics and management level of each region and locality; linked to the tasks and management capacity of each level, limiting the addition of higher-level budgets to lower-level budgets; encouraging all levels to strengthen revenue management and prevent revenue loss.
Revenue sources associated with the management role of a government level shall be decentralized to the government budget of that level; limit decentralization to multiple budget levels for small-scale revenue sources; ensure that the percentage (%) of revenue divided between the budget at one level and the lower-level budget does not exceed the percentage of division according to the regulations of the higher level for each divided revenue item.
At the same time, regarding the Resolution on the establishment of cadres and civil servants in the agencies of the People's Council and People's Committee at the provincial and communal levels; the number of people working with salaries from the state budget in public service units, the number of people working in association organizations assigned by the Party and State, and the number of professional and technical labor contracts of Vinh Long province in 2025 after the arrangement of provincial administrative units; the Provincial People's Council has decided on the total establishment of cadres and civil servants in the agencies of the People's Council and People's Committee at the provincial and communal levels; the number of people working with salaries from the state budget in public service units, the number of people working in association organizations assigned by the Party and State is 63,884 positions. The total number of people working (official positions) receiving salaries from the state budget in public service units is 53,237 positions. The total number of people working in association organizations is 313 people.
At the same time, the Resolution on support policies for cadres, civil servants, public employees, and workers from Ben Tre province and Tra Vinh province (before the merger) to work in Vinh Long province. Accordingly, cadres, civil servants, public employees, and workers are supported with travel expenses, housing rental, and living expenses at a support level of 4 million VND/person/month. The support period is 24 months, from August 1, 2025 to July 31, 2027.
These are important Resolutions, aiming to promptly perfect mechanisms and policies to meet the requirements of operating a two-level local government model. At the same time, promptly institutionalize the Central regulations, policies, tasks and measures set out in the Resolutions of the Provincial Party Committee to solve practical difficulties and problems.

Mr. Nguyen Minh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The Provincial People's Council assigned the Standing Committee of the Provincial People's Council to organize the dissemination and implementation of the Resolutions approved at the 2nd Session. Proactively coordinate with the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee to direct the review and preparation of contents for the Provincial People's Council to consider, especially urgent issues to institutionalize the Central regulations, policies and guidelines to remove difficulties and obstacles for the operation of the 2-level government apparatus, and social security policies.
Along with that, delegates promptly reported to voters on the results of the session; regularly maintained close contact, listened to and honestly reflected the opinions and legitimate aspirations of voters; actively supervised the organization and implementation of laws, resolutions of the Provincial People's Council, and the settlement of citizens' petitions, complaints and denunciations.
At the same time, all levels, sectors and localities strive to effectively implement social security policies, care for the material and spiritual lives of the people, policy families, workers and people in difficult circumstances; consider proposals and promptly prepare content for the thematic session of the Provincial People's Council to pass policies, urgent issues that need to be institutionalized, regulations assigned by the Central Government, specific policies of the locality that have not been prepared and submitted in time at this session to ensure compliance with procedures, regulations and quality.
