After more than 4 years of implementation, the Ministry of Industry and Trade has conducted a summary assessment of the implementation of Circular No. 27/2019/TT-BCT regulating the List of scrap temporarily suspended from temporary import, re-export, and transit business.

Based on the results of the summary and assessment of the implementation of Circular No. 27/2019/TT-BCT dated November 15, 2019 of the Minister of Industry and Trade, on October 8, 2024, the Ministry of Industry and Trade issued Circular No. 18/2024/TT-BCT regulating the List of scrap temporarily suspended from temporary import, re-export, and transit with the purpose of: (i) Avoiding legal loopholes when Circular No. 27/2019/TT-BCT expires; (ii) Continue to maintain the policy to strengthen the management of scrap import activities, prevent the risk of congestion at ports and the emergence of trade fraud, smuggling of waste causing environmental pollution into the domestic market in the context of countries in the region continuing to tighten scrap import, applying trade defense measures, strictly controlling the import of scrap from afar, minimizing the risk of environmental pollution; (iii) Avoid trade fraud as well as turning Vietnam into a place to receive waste and outdated technology from other countries in the world; (iv) Update the list of scrap temporarily suspended from temporary import, re-export, and transit based on the List of Vietnam's export and import goods issued together with Circular No. 31/2022/TT-BTC dated June 8, 2022 of the Minister of Finance promulgating the List of Vietnam's export and import goods.

Circular No. 18/2024/TT-BCT mentioned above stipulates the List of scrap temporarily suspended from temporary import, re-export, and transit business (The List of scrap specified in the Appendix attached to Circular No. 18/2024/TT-BCT does not apply to cases of transit business in the form of goods transported directly from the exporting country to the importing country, without going through Vietnam's border gates). This Circular applies to traders participating in temporary import, re-export, and transit business activities; Organizations and agencies managing temporary import, re-export, and transit business activities; Other agencies, organizations, and individuals related to temporary import, re-export, and transit business activities.

Circular No. 18/2024/TT-BCT takes effect from January 1, 2025 to December 31, 2029.
