Ministry of Industry and Trade: Proactively remove obstacles, promote effective operation of the 2-level government model

(Chinhphu.vn) - The Ministry of Industry and Trade is the first agency to organize an in-depth online training conference with more than 2,000 connecting points nationwide, providing guidance on the implementation of decentralized administrative procedures. In addition, many working delegations led by the Ministry's leaders have directly visited localities to grasp the situation, remove obstacles, and provide specific guidance on implementation contents.

On July 30, the Ministry of Industry and Trade held a working conference between the Party Committee Standing Committee, leaders of the Ministry and Directors of the Departments of Industry and Trade, Heads of Market Management Departments of provinces and centrally run cities on continuing to implement tasks on reorganizing the two-level local government apparatus and decentralization and delegation of power in the fields of industry and trade. Party Secretary and Minister of Industry and Trade Nguyen Hong Dien chaired the conference.

At the Conference, Mr. Tran Quang Huy, Director of the Department of Organization and Personnel (Ministry of Industry and Trade) reported on the arrangement of the organizational apparatus, instructions on functions, tasks, decentralization, delegation of authority, and determination of authority; Director of the Department of Domestic Market Management and Development Tran Huu Linh reported on the arrangement of the organizational apparatus of the Market Management Departments of provinces and cities.

The conference had 22 comments from delegates attending the conference.

Efforts to successfully achieve economic growth targets

In his concluding remarks at the Conference, Minister of Industry and Trade Nguyen Hong Dien agreed with the opinions of the delegates. The Minister said that all opinions agreed that: in the first 6 months of the year, the international and domestic context was complicated and unpredictable, but the Vietnamese economy still achieved many positive results. The organizational apparatus was streamlined; policies and laws were strongly innovated; the economy continued its impressive growth momentum with GDP increasing by 7.52% - the highest in nearly 20 years. Industry increased by 9.23%, of which processing and manufacturing increased by 11.11%, continuing to be the pillar of growth. Domestic trade increased by 9.3%, goods were abundant, prices were stable; e-commerce increased sharply by 25%. Import and export reached 431.5 billion USD, up 16%, trade surplus of 7.2 billion USD. Major balances such as electricity, gasoline, and raw materials are guaranteed, well meeting production and consumption needs.

However, there are still limitations that require the industry to focus on overcoming. To overcome these limitations and overcome difficulties and challenges in the coming time, contributing to the successful implementation of the economic growth target of 8.3 - 8.5% in 2025 and double digits in the following years, Minister Nguyen Hong Dien requested leaders of units under the Ministry and the Departments of Industry and Trade of provinces and cities to continue promoting innovation and improving the quality of institutional building; considering this a "breakthrough of breakthroughs" task. Focus on advising on amending and supplementing legal documents related to production and business activities to promptly detect, handle and immediately remove obstacles and "bottlenecks", creating a synchronous and feasible legal corridor, and unlocking resources for economic development.

Along with that, focus on removing obstacles for renewable energy projects, minerals and large industrial projects that play an important role in the fields of processing, manufacturing, minerals... to put them into operation soon, increasing production capacity.

In recent times, in addition to professional work, the Ministry of Industry and Trade has actively carried out tasks related to organizing a two-level local government model.

The Minister proposed to continue to synchronously implement tasks to promote production and business, stimulate consumption, develop domestic markets, border trade and exports. Strengthen support for businesses to effectively exploit FTAs, accelerate negotiations to upgrade and sign new FTAs to diversify markets and supply chains. At the same time, step up market inspection and control, especially e-commerce and essential goods such as milk, food, medicine, and combat smuggling and trade fraud.

In addition, the Minister also requested the Department of Industry and Trade of provinces and cities to proactively and effectively implement major policies on energy and minerals; advise on adjusting local planning in accordance with regional and national planning. Urgently deploy power projects in accordance with decentralization, remove obstacles in large industrial and commercial projects. Focus on developing the domestic market to contribute to completing the growth target of 12%. Strengthen local market management forces, coordinate forces to fight against counterfeit goods, trade fraud, protect consumer rights and domestic production.

Resolutely implementing the 2-level local government model

In recent times, in addition to professional work, the Ministry of Industry and Trade has actively carried out tasks related to the organization of a two-level local government model. Notably, the Ministry has developed and submitted to the Government for promulgation Decrees 139 and 146 (dated June 12, 2025) on decentralization and delegation of authority in the industry and trade sector; and issued 5 Circulars and many documents guiding implementation. Accordingly, the Ministry has decentralized 52% of the total number of tasks to localities; reviewed and cut 45.8% of administrative procedures; submitted to the Prime Minister for approval a plan to cut 24.5% of investment and business conditions and 53% of administrative procedures related to production and business - exceeding the assigned target. The Ministry also announced and fully updated 263 decentralized administrative procedures on the national database, on schedule required by the Government (before June 25, 2025).

The Ministry has established a Working Group and set up a 24/7 hotline (via phone, Zalo) to promptly receive and handle more than 300 local petitions in the past month. At the same time, the Ministry is the first agency to organize an in-depth online training conference with more than 2,000 points nationwide, guiding the implementation process of decentralized administrative procedures. In addition, many working groups led by the Ministry's leaders have directly visited localities to grasp the situation, remove obstacles, and provide specific instructions on implementation contents.

The Ministry also directed the Vietnam Electricity Group (EVN) to invest in eliminating power shortages in villages and hamlets across the country, ensuring stable power supply according to the direction of the Government and the Prime Minister. At the same time, strongly deploy the digital transformation task according to Plan 02 of the Central Steering Committee. To date, 100% of eligible administrative procedures at the Ministry level have been provided with full online public services. Essential services have been integrated into the National Public Service Portal; the specialized database system is being cleaned, connected, and shared with the Government, effectively serving the direction and operation work.

However, as a new and unprecedented model, the initial implementation process inevitably encountered confusion. To overcome this, the Ministry of Industry and Trade has determined that in the coming time, it will continue to review the system of legal documents under the Ministry's management that are affected by the organization of a two-level government to promptly amend and supplement them in accordance with the spirit of Resolution 190/2025 of the National Assembly and the direction of the Government and the Prime Minister.

Along with that, standardize, announce and fully publicize decentralized administrative procedures, especially those related to production and import and export of goods.

Maintain the effectiveness of the Working Group, build a coordination mechanism, two-way information feedback between the Ministry and localities, and promptly resolve arising problems.

Along with that, continue to maintain working groups chaired by the Ministry's leaders to inspect and remove difficulties at the grassroots level, ensuring that the Department of Industry and Trade and the commune-level economic departments operate smoothly, without interrupting the production and business activities of people and enterprises.

Accelerate digital transformation, improve state management efficiency, administrative reform and serve people and businesses.

The Ministry requested the Department of Industry and Trade of provinces and cities to proactively study carefully the new regulations on decentralization and delegation of power in the fields of industry and trade to properly and effectively implement assigned tasks; promptly handle difficulties, especially regarding procedures, equipment, and inter-sectoral coordination.
