Speaking at the forum, Ms. Nguyen Thi Lam Giang - Director of the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ) said that using energy efficiently is a strategic policy that has been identified by the Party and the State very early. Vietnam has also implemented this policy through the Law on Using Energy Efficiently and Economically (Using Energy Efficiently and Economically) and national programs; Decisions and Directives of the Prime Minister.
In the context of the world and Vietnam accelerating the transition to a green growth model and sustainable development, especially realizing the commitment at COP26, limiting traditional energy sources, developing new, clean and green energy, and promoting the use of energy efficiency and conservation are important and urgent pillars.
Therefore, the use of energy saving and efficient use is not only the responsibility of the electricity sector or state management agencies, but also the common task of the whole society, from each family, each enterprise to organizations and communities . The Ministry of Industry and Trade hopes that, with the support of ministries, enterprises and people, the energy saving movement will be spread more strongly, contributing to ensuring sustainable national energy security as well as implementing international commitments, confidently entering a new development stage of Vietnam - the era of national development.
Ms. Giang also said that the forum was organized to disseminate information about the Law on Economical and Efficient Use of Energy, which was recently passed on June 18 at the 9th session of the 14th National Assembly . The new law has many breakthroughs in both legal techniques and policy content.
Some contents that need to be mentioned are the establishment of a Fund to promote the use of energy saving and efficiency without creating a new organization, but operating independently, socializing resources, playing a role in promoting investment, and funding initiatives to use energy saving and efficiency; Energy service organizations are also clearly defined in terms of functions, operating models, support mechanisms and incentives for the development of energy consulting and auditing services;
Energy labeling for construction materials is also regulated for the first time in this law to integrate energy saving in construction works, contributing to reducing emissions right from the design and materials stages; Abolishing inappropriate tax incentives, strengthening green financial policies in accordance with current regulations, and at the same time creating a transparent legal corridor for preferential credit and green loans in the energy sector.
Mr. Vo Quang Lam - Deputy General Director of Vietnam Electricity Group (EVN) said that EVN strives to achieve key targets in the 2025-2030 period for electricity saving, such as internal savings of EVN units with targets higher than those stated in Directive 20/CT-TTg; Reducing the rate of electricity used for transmission and distribution of the entire grid system to below 6%; Reducing peak load capacity through the demand side management program (DSM/DR) by at least 1,500MW.
At the Forum, the Ministry of Industry and Trade affirmed that the Ministry will soon issue sub-law documents guiding detailed implementation; Develop a mechanism to encourage businesses to invest in energy-saving technology; Promote extensive propaganda, innovate communication forms through competitions, forums, and community activities; Strengthen training of high-quality human resources for the energy auditing and consulting market; Monitor implementation in localities, creating clear changes from the central to the grassroots level.
