At 3:00 p.m. the same day, the Department of Rescue and Relief (General Staff of the Vietnam People's Army) received information from the Operations Department of the General Staff of Military Region 2 stating that on the night of July 31 and the early morning of August 1, heavy rains occurred in Son La province, accompanied by flash floods, causing serious damage to people and property. At 2:50 p.m. on August 1, in Anh Trung village, Muong Hung commune, Son La province, 8 people were trapped and isolated due to floods.

The Department of Rescue and Relief coordinated with the Air Defense - Air Force and the 18th Army Corps to use helicopters and air search and rescue forces to rescue 8 people trapped and isolated by floods. At the same time, the leaders of the General Staff and the Ministry of National Defense were informed to use 1 helicopter and air search and rescue forces to coordinate with Military Region 2 and forces at the scene to rescue 8 people trapped and isolated.
Afterwards, the Ministry of National Defense leaders directed the 18th Army Corps to conduct a rescue flight in Son La province. The aircraft numbered VN-8624 took off at 3:54 p.m. the same day, and was expected to arrive at the scene at around 5:00 p.m.
* On the morning of August 1, the General Staff of the Vietnam People's Army issued Official Dispatch No. 2608/CD-CHCN to Military Region 2 regarding overcoming the consequences of heavy rains, floods, and flash floods in Dien Bien and Son La provinces.
The General Staff requested Military Region 2 to continue directing the Military Commands of Dien Bien and Son La provinces to advise local Party committees and authorities to direct functional agencies to continue monitoring and grasping weather developments, inspecting and reviewing areas at risk of further incidents, and promptly reporting when other situations arise. At the same time, mobilize forces and means to focus on searching for missing people, rescuing the injured, and participating in overcoming consequences and incidents. During the performance of tasks, it is necessary to ensure absolute safety for forces and means.
