Abolish the regulation of 5% registration fee for motorbikes in cities and towns.

The Government has just issued Decree No. 175/2025/ND-CP amending and supplementing a number of articles of Decree No. 10/2022/ND-CP regulating registration fees, effective from July 1, 2025.

Accordingly, for motorbikes paying registration fee for the first time, the fee rate is 2%; for motorbikes paying registration fee for the second time and onwards, the fee rate is 1%.

The Decree removes the separate regulation that motorbikes of organizations and individuals in centrally-run cities, provincial cities, and towns where the provincial People's Committee is headquartered must pay the first registration fee at a rate of 5%.

For automobiles, Decree No. 175/2025/ND-CP stipulates: automobiles, trailers, semi-trailers, four-wheeled motor vehicles, four-wheeled motor vehicles, specialized motorcycles, and vehicles similar to these types of vehicles have a collection rate of 2%. Particularly, automobiles with 9 seats or less (including pick-up trucks) pay the first registration fee at a rate of 10%.

In case it is necessary to apply a higher collection rate to suit the actual conditions in each locality, the People's Council of the province or centrally-run city shall decide to increase it, but not exceeding 50% of the general collection rate prescribed in this point.

Double-cabin cargo pickup trucks, vans with two or more rows of seats, and a fixed partition between the passenger compartment and the cargo compartment, pay the first registration fee at a rate equal to 60% of the first registration fee for passenger cars with 9 seats or less.
