Provincial and Municipal Party Committees do a good job of political and ideological education, fully resolve the regimes and policies for cadres, party members, civil servants, public employees, and workers who are working, retiring early, or leaving work according to the Central's instructions.

The General Secretary noted that it is necessary to strengthen propaganda and guidance so that people can understand new regulations and new locations and working methods of local state agencies...

Provincial and Municipal Party Committees shall preside over and coordinate with the Central Youth Union to deploy youth union members who are students with basic knowledge of information technology, and youth volunteers to support cadres, civil servants, public employees, workers, and people of communes, wards, and special zones in operating the apparatus, providing online public services, and handling administrative procedures... in the initial phase of implementing the 2-level administrative unit model.

The General Secretary requested the Government Party Committee to inspect and grasp the situation, collect complete statistics and promptly report to the Politburo on the situation of cadres, civil servants, public employees, and part-time workers at the commune level who have left their jobs when reorganizing the organization and resolving policies and regimes according to regulations, ensuring the right people for the right jobs, and retaining capable and qualified people.
