In a petition before the 9th session of the 15th National Assembly, voters of Ninh Binh province said that extra teaching and learning is a real need, but if not well managed, it will cause many consequences. Currently, there are no sanctions for extra teaching facilities outside of schools, so many facilities do not comply with regulations on extra teaching.

Therefore, voters propose that the Ministry of Education and Training issue regulations on licensing, management, inspection, evaluation, and handling of extracurricular teaching facilities to ensure quality and learners' rights, facilitate people's supervision, and inspection and examination by management levels.
Responding to this content in writing, Minister Nguyen Kim Son stated: Circular 29 has regulated on extra teaching and learning and the regulations that can and cannot be implemented in extra teaching and learning. The Circular also clearly stipulates the responsibilities of all levels and sectors in managing extra teaching and learning activities.
However, Mr. Kim Son also said that the Ministry of Education and Training is completing and adjusting regulations on administrative sanctions in the education sector, including adding sanctions to handle violations of regulations on extra teaching and learning.
At the same time, continue to advise the Government to include tutoring and learning services in the list of conditional business lines to make the management of this service more transparent and clear.
Proposal to consider extra teaching in schools, what does the Minister say?
Also related to the issue of extra teaching, voters in Ninh Binh province stated that parents and people agree with the strict management of extra teaching and learning outside of school according to Circular 29 of the Ministry of Education and Training, but hope that all levels will consider allowing schools to organize extra teaching at school under the management of the education sector and pay taxes according to regulations, creating favorable conditions for students to travel and study.
According to this proposal, the management of extra classes and tutoring at schools will be better and more convenient, the school facilities will also ensure better learning for students; the cost of extra classes and tutoring at schools will be lower than at current centers.
Responding to this content, Minister Nguyen Kim Son said that recently, the ministry has implemented many solutions to manage extra teaching and learning activities. At the same time, it has enhanced the quality of regular school hours and increased accountability for the quality of education of schools.
Provide time and space for students to experience, practice and train through educational activities according to individual needs for comprehensive development.
The Ministry of Education and Training will issue a document guiding teaching two sessions per day to effectively implement the general education program; organize self-study and group study for students, increase practice, and improve the quality of comprehensive education in terms of qualities and abilities.
Strengthen educational activities on culture, arts, physical education, life skills, STEM education, career education, foreign languages... to meet students' needs; promote socialization to improve the quality of education.
At the same time, preside over and coordinate with ministries, agencies and localities to focus on directing the implementation of tasks related to organizing 2-session teaching/day (including extra teaching and learning content).
Direct and promptly guide localities to synchronously deploy solutions, develop plans and roadmaps for organizing 2-session/day teaching in accordance with local realities in terms of facilities, finance and teaching staff.
Prioritize budget allocation to ensure conditions for organizing 2-session teaching/day; effectively implement programs and projects to improve facilities for educational institutions.
With the above regulations, the head of the education and training sector believes that schools will effectively exploit facilities and resources, limit waste of public assets and family expenses to comprehensively develop students.
