Ministry of Construction issues new regulations on driver training and licensing

Driving training content from theory to practice will be more strictly managed according to the new Circular of the Ministry of Construction. By applying distance learning combined with controlling training data via electronic systems, Circular 14/2025/TT-BXD is expected to improve the quality and transparency of driving license issuance nationwide.

The Ministry of Construction issued Circular No. 14/2025/TT-BXD dated June 30, 2025, detailing driver training; training, testing and granting certificates of training in road traffic law. This Circular takes effect to standardize the content, form, duration and standards of driver training activities nationwide.

Training duration and content are standardized for each level.

The circular clearly stipulates that learners of motorbike driving licenses A1, A and B1 can choose to study theory by self-study with guidance or study in a centralized manner at a training facility. However, the practical part must be conducted in a centralized manner at the training facility.

For driving license classes from B to DE, learners can study theory in a centralized manner, study remotely or self-study with guidance. Practice must still be conducted centrally at a driving training facility.

The circular specifies the program, time and minimum practice distance for each driving license class. For example, for class B1, the minimum training time is 44 hours, including 28 hours of traffic law study and 8 hours of practice. Meanwhile, class C1 requires a minimum of 245 hours, including 152 hours of theory and 93 hours of practice with a practice distance of up to 1,100 km.

Learners will have to complete both theory and practical tests to be considered to have completed the course. For practical tests such as the zigzag back and forth, the assessment score is applied on a 10-point scale and the minimum requirement is 5.0 points or higher.

Humane and transparent regulations in training management

Training facilities must register their courses with the Department of Construction as prescribed; and at the same time, transmit data through the management and monitoring system. The list of students, training plans and progress must be fully reviewed and archived. In case the facility is dissolved or its license is revoked, the responsibility for handing over and ensuring the rights of students is also clearly defined.

The circular also has humane provisions, such as organizing separate training classes for ethnic minorities who cannot read or write Vietnamese with vivid visual training methods. People with disabilities are also taught to drive using appropriate means and have their own programs.

Circular No. 14/2025/TT-BXD is expected to improve training quality, ensure safety and transparency in driving testing and licensing, and contribute to building a safe and civilized traffic system.
