Previously, on February 6, the Ministry of Health issued Decision No. 295 announcing the abolition of 12 administrative procedures, including the procedure of "issuing health certificates for drivers, periodic health examinations for car drivers"... Therefore, many people think that there is no need for a health examination when taking a driving test.
The information "removing health certificate when issuing driver's license" is incorrect.
However, on March 26, the leader of the Rehabilitation and Assessment Department, Department of Medical Examination and Treatment Management (Ministry of Health ) said that this information was incorrect. A health check is a medical examination to determine health status, classify health or detect and manage diseases. Health checks for drivers to issue driver's licenses are still taking place as usual.
On the same day, Deputy Minister of Health Tran Van Thuan signed Official Dispatch No. 1435 to local health departments and units regarding guidance on documents related to health examination work.
According to old regulations, periodic health examinations for crew members working on Vietnamese ships; issuing health certificates for drivers; periodic health examinations for car drivers... are administrative procedures.
However, according to the new regulations in the 2023 Law on Medical Examination and Treatment, this "is no longer an administrative procedure, but a process and professional technique implemented by medical staff according to assigned functions and tasks".
Therefore, the Ministry of Health has issued Decision 295 to remove these procedures from the list of administrative procedures.
In addition, the Ministry of Health also abolished two other administrative procedures: "Announcing facilities qualified to conduct driver health examinations under the authority of the Ministry of Health and other ministries and branches", and "Announcing facilities qualified to conduct driver health examinations under the authority of the Department of Health", as they were stipulated in Decision No. 159 dated January 18 of the Ministry of Health.
