The Ministry of Health has just issued Official Dispatch 981/CD-BYT on proactively deploying medical work to respond to storm No. 3.

The telegram sent to the Department of Health of provinces and cities in the Northern and Central regions; units under and directly under the Ministry of Health in the Northern and Central regions stated: According to the bulletin of the National Center for Hydro-Meteorological Forecasting, storm WHIFA has entered the northeastern sea area of the North East Sea, becoming storm number 3 in 2025. It is forecasted that in the next 24 hours, storm number 3 will move rapidly in the west-northwest direction at a speed of about 20km/h and continuously increase in intensity. At 7:00 a.m. on July 20, the center of storm number 3 was in the northern East Sea area, about 600km east of Leizhou Peninsula (China). The storm intensity is currently level 10-11 (89-117km/h), gusting to level 13.

Due to the influence of storm No. 3, in the eastern sea area of the North East Sea, the wind will gradually increase to level 6-7, near the center of the storm, it will increase to level 8-9, then increase to 10-11, gusting to level 13, waves 4-6m high. There is a high possibility that the storm will affect the mainland of Vietnam (early from the evening and night of July 21, expected on July 22), the affected area is from Quang Ninh - Nghe An .

To proactively respond to storm No. 3, the Ministry of Health requests the Departments of Health of provinces and cities in the Northern and Central regions; units under and directly under the Ministry of Health in the Northern and Central regions to urgently and strictly implement the directives of the Prime Minister; the National Steering Committee for Civil Defense and the Ministry of Health on proactively responding to storms and floods, ensuring safety for people.

Along with that, closely monitor the developments of storms, rain and flood situations, flash flood warning information, landslides, and land subsidence due to rain or water flow according to the announcements of the National Center for Hydro-Meteorological Forecasting and the mass media; proactively review plans and solutions for storm and flood prevention and control and deploy storm and flood prevention and response work in accordance with natural disaster developments and practical requirements of localities and units.

In case the storm affects the mainland, the units organize professional and emergency duty 24/7; be ready to receive and provide emergency care for victims caused by rain and floods; do not interrupt emergency care and treatment for people; ensure adequate supply of essential medicines for people, promptly replenish reserves of medicines, chemicals, and supplies for disaster prevention and search and rescue.

At the same time, deploy plans to protect medical facilities in areas at risk of being affected by floods; proactively evacuate medical facilities in low-lying areas at risk of flooding, flash floods, landslides.

The Ministry of Health noted the need to organize environmental sanitation, prevent epidemics, ensure clean water, and ensure food safety due to storms and floods; arrange and stabilize medical examination and treatment facilities, and ensure medical examination and treatment for people after floods.

Units need to report on damage, needs, local support capacity and propose support when exceeding local support capacity to the Ministry of Health for synthesis and reporting to competent authorities for decision.

The Ministry of Health requests the Heads of agencies and units under and directly under the Ministry of Health, Directors of Health Departments of provinces and cities in the Northern and Central regions, and relevant units to urgently organize and coordinate the implementation of the task.
