Breakthrough in land procedure settlement

After one month of implementing the two-level local government model, the empowerment of the People's Committee at the commune level to handle land procedures is a breakthrough, shortening time, saving costs and effort for people and businesses.

Clear procedures, dedicated staff

According to new regulations from July 1, 2025, the Chairman of the People's Committee of the commune or ward has the right to decide to change the purpose of land use in some cases, such as from agricultural land to non -agricultural land (except for rice fields, special-use forests, protection forests or areas requiring strict protection). Although legal, planning and financial conditions must be ensured, the right to handle directly at the grassroots level has opened up a new "breath of life" in land procedure reform.

According to records in communes and wards in Da Nang , many procedures such as changing land use purposes, registering changes, granting land use right certificates, etc. are handled right at the commune-level "one-stop" department, no longer having to send documents to districts and counties to wait as before.

Mr. Le Thanh Duong (Hoa Vang commune) shared: “Previously, if I wanted to change the land use purpose, I had to go to the district several times and wait for a whole month. Now, the commune can handle it in just 10-15 days, which is much more convenient.”

At the Hoa Tien Commune Public Administration Service Center, Ms. Nguyen Thi Kim Ngan (Phu Son 2 village) commented: “The procedures are clear, the staff gives enthusiastic guidance so there is no need to go around in circles. This model is very practical, especially for the elderly like me.”

According to Mr. Ho Tang Phuc, Vice Chairman of the People's Committee of Hoa Vang Commune, in July alone, the commune received and resolved hundreds of land-related documents, including many cases of land use purpose change. "People appreciate the transparency, speed and friendliness when being served in the locality where they live," said Mr. Phuc.

Proactive facilities, satisfied people

Decentralization not only helps people to have less hardship but also encourages local authorities to improve their management capacity. Many communes and wards have proactively organized professional training for land officials, adjusted internal processing procedures, and familiarized themselves with the new workload. At the same time, the application of technology in handling records has also been focused on by localities.

Mr. Le Van Thang, a cadastral officer of Ha Nha commune, said: “Previously, the commune only received the documents and then forwarded them to the district. Now, we have to directly assess the current status, check the planning and legality. Although there is more pressure, it is clearly closer to reality and people are more satisfied.”

Having completed the land use purpose change procedure in a short time, Ms. Dau Thi Diep (Phuoc Dinh village, Ha Nha commune) expressed: “The land officer came to the place to check and measure. On July 29, I received a notice to go to the commune to get the land use right certificate. It is true that the procedure is now much clearer, faster and more transparent than before.”

Not only do they quickly process documents, local authorities also understand the area well so they can provide specific advice and resolve problems for people right on the spot.

Mr. Nguyen Tan Khoa, Chairman of the People's Committee of Hoa Tien Commune, affirmed: "Clear decentralization helps the commune be more proactive and increase responsibility in appraising documents. In fact, people's satisfaction is a measure of the effectiveness of administrative reform."

Mr. Le Van Nhat, Deputy Director of Dai Loc Commune Public Administration Service Center also acknowledged: "Direct contact between officials and people helps to quickly handle small problems, avoiding the situation where documents have to go around in circles or get stuck due to lack of information."

In other wards such as Hoa Xuan, Hai Chau, Thanh Khe, etc., the guidance for people to use the online public service portal has also been promoted. Many people were confused at first, but gradually got used to online operations.

Digitalization is a prerequisite

In addition to positive signals, reform at the grassroots level still faces many technical barriers. Technology infrastructure in many communes, especially in mountainous and remote areas, has yet to meet requirements. Lack of computers, unstable software, and intermittent internet connections sometimes cause interruptions in processing documents.

Mr. Le Anh Tuan, Director of the Land Registration Office of Region 6 said: “The geographical distance makes it difficult to transfer documents between the commune and the city. Many people are not familiar with submitting documents online or making online payments, especially the elderly.”

Through research, it is known that after the merger of Da Nang and Quang Nam, each place is still using its own land management software system, which is not synchronized. This causes delays in verifying and processing records. For administrative reform to be truly effective, it is imperative to have a unified land data system, connected from the city to the grassroots. Updating planning, legal appraisal or using specialized software are necessary skills to meet the increasing requirements in processing records.

According to Mr. Nguyen Hong An, Deputy Director of the Department of Agriculture and Environment, the implementation of a two-level government in parallel with Decree No. 151/2025 of the Government on decentralization and delegation of power in land management and administrative apparatus at the grassroots level is an important step to bring the government closer to the people.

For decentralization to be truly effective, digitization is a prerequisite, so the department is promoting the digitization of all land records, building a data system that connects from the city to the communes and wards. This helps shorten processing time, reduce errors, improve transparency and monitoring capabilities.

A modern land management system will help people easily access public services right at their place of residence, while supporting professional staff to handle tasks faster and more effectively.

“We expect this to be an important foundation for building digital government and smart cities in the field of natural resources and environment,” said Mr. An.
