SOME NOTEWORTHY POINTS IN DECREE 168

Increased fines for serious violations. Accordingly, violations such as running red lights, driving in the wrong direction, and not obeying traffic controllers will be fined at a much higher level than before. In addition to the fine, violators will also have their driving license points deducted. When the number of points deducted reaches the prescribed level, the driving license will be revoked. The Decree also expands the scope of application to include not only cars but also motorbikes, electric bicycles, and other types of vehicles.

Specifically, for cars, some acts will have increased penalties from January 1, 2025: Opening the car door, leaving the car door open unsafely, causing a traffic accident will be fined 20 - 22 million VND, the old fine was 400,000 - 600,000 VND. For the act of not following the instructions of the traffic controller, the violator will be fined 18 - 20 million VND, the old fine was 4 - 6 million VND. Going against the direction of a one-way street, going against the direction on a road with a "No entry" sign, the new fine is 18 - 20 million VND.

The fine for drivers who do not comply with traffic light signals has increased to 18 - 20 million VND. The fine for obstructing or failing to comply with the request for inspection and control by law enforcement officers has increased from 4 - 6 million VND to 35 - 37 million VND.

POSITIVE RESPONSE FROM THE COMMUNITY

After a week of the Decree taking effect, reporters have recorded positive changes in the awareness of traffic participants. On many routes, traffic conditions have improved significantly, especially at intersections with traffic lights. People agree with the increase in fines, saying that this is a necessary measure to deter lawbreakers.

Ms. Nguyen Thi Vinh Hanh, a resident of Da Lat, shared: “I strongly support the increase in traffic violation fines. In the past, many people still disregarded the Traffic Law, but now, with such high fines, surely those who drive on the road, regardless of motorbike or car, will have to think again.”

Mr. Nguyen Ngoc Minh (Bao Loc) shared: Before Decree 100, people drank alcohol and beer and still drove carelessly, and there were many tragic accidents caused by drunk drivers. After Decree 100 took effect, this situation has decreased significantly, people are more aware that using alcohol and stimulants is not allowed to drive. Similarly, Decree 168 with very high penalties will force people to pay attention, learn and understand more about the Road Traffic Law, and be more aware when driving, contributing to building friendly, safe and civilized traffic.

Decree 168/2024/ND-CP is an important step in building a safe and civilized traffic system. With strict regulations and severe penalties, this Decree is expected to contribute to reducing traffic accidents and protecting people's lives and property. However, to effectively implement it, there needs to be close coordination between functional agencies, strengthening propaganda and legal education , and simultaneously improving traffic infrastructure.
