Deputy Prime Minister Tran Hong Ha emphasized that the Land Law, Housing Law, and Real Estate Business Law are closely related to the implementation of specific tasks and projects serving socio -economic development, ensuring national security and defense in order to remove difficulties, create development resources, ensure people's rights, social security, housing policies, etc.
Originating from the need to resolve practical difficulties, unblock driving forces, promote land resources and capital for the country's socio-economic development; from the aspirations of the people and the business community; recommendations of provincial and municipal Party Committees and People's Committees on the need to soon take effect the Land Law, Housing Law, Real Estate Business Law and Credit Institutions Law.
The Government has reported to the Politburo and submitted to the National Assembly permission to take effect the above laws 5 months in advance. The Government and ministries, branches, localities, associations, enterprises... have agreed to develop decrees, decisions, and circulars to provide detailed regulations and guidance for implementation, in order to put the laws into practice.

Although the three laws on Land, Housing and Real Estate Business have been in effect for more than 2 months (August 1, 2024), by the afternoon of October 8, only Hai Duong province had issued all legal documents under local authority.
The remaining provinces and cities have not yet issued full legal documents, and some provinces and cities have not even issued any legal documents.
Deputy Prime Minister Tran Hong Ha asked the leaders of Hai Duong province to share completed legal documents for other provinces and cities to study and refer to for implementation.
At the same time, 62 provinces and cities are required to quickly implement the streamlined process and issue legal documents under local authority, no later than October 15, 2024.
Leaders of the People's Committees of provinces and cities or the Department of Natural Resources and Environment, the Department of Construction must report to the Secretaries of the Provincial and Municipal Party Committees; Chairmen of the People's Councils and Chairmen of the People's Committees of provinces and cities on the implementation situation and clearly state the Government's request to complete the promulgation of legal documents by the above time.
People's Councils of provinces and cities need to promptly organize specialized meetings to pass resolutions to issue detailed regulations, including organizing night sessions if necessary to issue documents in a timely manner.
Provinces and cities also need to urgently report difficulties in the implementation process to the Government Office, the Ministry of Natural Resources and Environment, and the Ministry of Construction to quickly select common difficulties that many localities encounter so that the Government or relevant ministries and branches can promptly direct and guide...
