The Ho Chi Minh City Department of Education and Training has issued guidelines for nearly 2,000 schools, from kindergarten to high school, in the city on publicizing information related to enrollment, financial situation and revenue and expenditure. This will take effect from the 2024-2025 school year.

Regarding financial reports, the Ho Chi Minh City Department of Education and Training requires information on the previous fiscal year, including the revenue and expenditure structure for activities. Revenue sources should be clearly stated, such as state budget, support from investors, tuition fees and other contributions from learners; in addition to external grants and contracts as well as many other sources of revenue. At the same time, it is necessary to classify activities according to education , science and technology and other fields.

In terms of expenditures, schools must clearly disclose the salaries and earnings of teachers, administrators, and staff. These include basic salaries, allowances, bonuses, and other related expenses. In addition, costs for upgrading facilities, hiring services for educational activities, as well as student support such as scholarships and grants are also required to be reported.

In addition, schools must also publicly disclose a list of student revenues, including tuition, fees, and all other revenues, expected for the following school year immediately before the admissions season. Schools must also publicly disclose the balance of funds they manage, including any special funds, if any.

Regulations on information disclosure for educational institutions from kindergarten to high school also clearly state that schools must publicize their enrollment plans, clearly stating enrollment criteria, target groups, enrollment methods, and specific times for each stage.

In particular, all general information about the school must also be published, including the school name (including foreign language name if any), head office address and other addresses, telephone number and contact email. The type of educational institution, management agency or owner must also be mentioned, including the name of the investor in case of foreign capital. The list of individuals or organizations participating in the investment must also be clearly stated. In addition, the school must also present its mission, vision and development goals, along with its history of formation and development.

Finally, the contact information of the legal representative or spokesperson of the educational institution should also be made public by default, including full name, position, work address, phone number and email.
