The political report at the Congress showed that after 5 years of implementing the Resolution Letter at the 3rd Congress of Ethnic Minorities and 4 years of implementing the Resolution of the 21st Cao Loc District Party Congress for the 2020-2025 term, the socio -economic situation in the district is basically stable, national defense and security are maintained.
State management of ethnic groups and ethnic policies has been strengthened. The implementation of infrastructure investment and many other key programs and policies has been focused on and implemented synchronously, creating a combined strength, promoting the effectiveness of national target programs, accelerating the progress and quality of new rural construction, socio-economic development, sustainable poverty reduction, especially in extremely difficult areas, areas with a large number of ethnic minorities... The lives of ethnic groups have been improved both materially and spiritually, national security and defense, social order and safety have been consolidated and maintained.
Up to now, the whole district has 10 communes meeting new rural standards, of which 2 communes have met advanced new rural standards, with an average of 14.3 criteria per commune, an increase of 4.54 criteria compared to 2019. The number of ethnic minority cadres in district administrative agencies accounts for over 80%. The number of ethnic minority cadres at the commune level accounts for over 92%. The material and spiritual life of ethnic minorities has been constantly improved, the rate of ethnic minority poor households has decreased by 3 - 3.5% annually.
With the theme of the Congress "People of all ethnic groups in Cao Loc district unite, innovate, promote advantages, potentials, integrate and develop sustainably", on behalf of ethnic minorities in the area, the entire Congress also expressed determination to successfully carry out the tasks of socio-economic development of the locality in the coming term.
Speaking at the Congress, Mr. Vi Minh Tu - Member of the Provincial Party Committee, Head of the Ethnic Minorities Committee, Deputy Head of the Steering Committee of the 4th Lang Son Provincial Ethnic Minorities Congress praised and acknowledged the achievements of Cao Loc district in socio-economic development, improving the lives of ethnic minorities in the past 5 years. At the same time, he requested ethnic minorities in the district to continue promoting self-reliance, solidarity, mutual assistance, and absolute trust in the leadership of the Party, the State, as well as the local Party committee and government. Strive to compete enthusiastically in labor and production to escape poverty sustainably, rise up to become rich in a legitimate way; worthy of the precious traditions of ethnic minorities for thousands of years.
The Congress elected a delegation of 17 delegates to attend the 4th Congress of Ethnic Minorities of Lang Son Province and approved the draft Resolution of the Congress, period 2024 - 2029.
At the Congress, outstanding collectives and individuals were awarded Certificates of Merit by the Provincial Ethnic Committee and the Chairman of the District People's Committee for their outstanding achievements in implementing ethnic work in the period 2019 - 2024.
