Regarding the commune level being given the right to organize competitions, public opinion in recent days has been divided, one of which is whether to abolish the organization of competitions at this level. Some people believe that although the commune level after the merger has more communes than before, it is not more than 3-4 communes, and is smaller in scale than the previous district level.

When the district-level activities end, only a few teachers from the education department are assigned to the commune, so the number of people who take on the role of examiners with the right expertise for the exam will be very small, mainly examiners from local schools. Being in a smaller scope, knowing each other, when organized at the commune level, it is easy for the exam to be smooth in marking. And such an exam will be a formality, easily "inflating" good teachers like at the school level.

These concerns probably stem from many shortcomings in the organization of competitions in recent times, especially at the school and district levels. To ensure the substance and effectiveness of competitions for excellent teachers, Circular 22/2019/TT-BGDDT and Appendix 5 of Official Dispatch 5512/BGDDT-GDTrH of the Ministry of Education and Training have many strict and positive regulations.

For example, the regulation that teachers participating in the contest is voluntary, the school does not force them; teachers must present a measure to contribute to improving the quality of their personal teaching at the educational institution where the teacher is working for 30 minutes; The lesson participating in the contest is held for the first time in a classroom with the same number of students in that class and teachers are not allowed to teach in advance (trial teaching)...

Despite the regulations, in reality, some schools and teachers have deliberately "circumvented" the law. Because few teachers have effective measures applied the first time, some have taken their own initiatives that have been recognized as measures to improve the quality of teaching. In some places, teachers are notified of their teaching hours a week in advance, so they receive support from their colleagues in their lesson plans, including trial teaching in other classes or letting students study on the system in advance to gain experience.

In particular, Circular 22/2019/TT-BGDDT stipulates that after the competition for excellent teachers at all levels is successfully organized, recognized teachers are responsible for re-teaching lessons, educational activities and reporting on measures taken to participate in the competition within the school and inter-school levels to share experiences. However, few teachers re-teach lessons to teachers in the learning cluster to gain experience. Some places that record lessons do not require them to be transferred to colleagues for study and reference.

As an activity to discover, recognize, honor teachers, motivate teachers to strive and develop their careers, thereby contributing to promoting teaching and learning emulation movements in schools, organizing competitions for excellent teachers at all levels is a necessary form of professional activity.

The competition transferred from the district level to the commune level for initial management will certainly have difficulties in organization as well as in reception, but it still needs to be maintained and implemented better, and should not be canceled because of some remaining limitations.

In fact, many cluster professional activities (with the number of schools equivalent to the new commune level) have been effectively carried out by localities in the past. In the future, the commune level will implement with a smaller number of participating units, which will also have certain advantages.

The important thing to do is that commune-level competitions need to seriously learn from previous experiences of organizing them at school and district levels, and have strong enough solutions to limit the manifestations of "circumventing" regulations, so that the competition for excellent teachers can ensure substance, contributing to the replication of advanced models.
