University admissions not yet completed, defrauded candidate selected for international exchange

According to the schedule of the Ministry of Education and Training, universities have not yet run virtual filtering to determine benchmark scores, but some candidates have been tricked into thinking they are 'new students' and have been selected to go on international exchanges.

Today, August 5, the University of Technology (Vietnam National University , Hanoi ) sent a notice to candidates to warn them to be wary of fake notices and papers. Attached to the warning is a fake notice, which shows that the candidate being deceived is a "new student" chosen by the school to go on an international exchange.

According to the University of Technology (Vietnam National University, Hanoi), recently, the school has recorded a number of cases where candidates and parents have received fake notices and announcements impersonating the school, related to short-term study abroad programs, international exchanges... with inaccurate content, requiring candidates to submit documents, prove financial status and transfer money.

For example, there was a notice sent to candidate VTD, calling him a "new student", saying that he was eligible to enroll in an international student exchange course in Japan for new students with good or excellent academic performance.

This is a 12-month program sponsored 100% by the Japanese Government (including round-trip international airfare, tuition, living expenses, and sightseeing fees during the course). The remaining expenses will be sponsored by the school.

The notice requires "new students" to submit documents, including a financial statement with a minimum balance of VND 550 million. When students decide to participate, the school will organize a parent meeting on campus to discuss and exchange opinions.

The notice also stated that the recipient of the application was Nguyen Van Hung, Training Department, University of Technology (Vietnam National University, Hanoi).

The University of Engineering and Technology, Vietnam National University, Hanoi, affirms that the school does not organize short-term study abroad programs that charge fees as announced above. The school also does not send any individuals or intermediary units to directly contact candidates to collect documents or request money transfers.

In the announcement, the University of Technology, Vietnam National University, Hanoi, emphasized: "Currently, all of you are still candidates participating in the university entrance exam. The University of Technology conducts virtual admission and filtering according to the general plan and schedule of the Ministry of Education and Training. Only after receiving the admission results and completing the admission procedures on August 24, will the candidates officially become new students of the University of Technology, Vietnam National University, Hanoi."

The University of Technology, Vietnam National University, Hanoi also recommends that candidates be vigilant, not provide personal information, and not make any financial transactions based on notifications of unknown origin. Students should only trust official information from the school, and not spread or follow instructions from fake documents.

It is known that in the fake announcement that the University of Technology, Vietnam National University, Hanoi, provided as evidence, the upper part shows that it is an announcement from the University of Technology, Vietnam National University, Hanoi, but at the end of the announcement there is a red stamp and signature of the Director of the Department of International Cooperation, Ministry of Education and Training, Pham Quang Hung.

Speaking to Thanh Nien Newspaper , Mr. Pham Quang Hung, Director of the Department of Science , Technology and Information, Ministry of Education and Training, said that the signature in the fake notice was his when he was the Director of the Department of International Cooperation. However, Mr. Pham Quang Hung was transferred by the Minister of Education and Training to the Department of Science, Technology and Information since March 1. Mr. Hung said that his signature was inserted into the fake notice.
