Dien Bien - Luang Prabang: Exchanging experiences in organizing two-level local government

On the morning of August 5, the delegation of Luang Prabang province (Lao People's Democratic Republic) led by Comrade Su Can Bun Nhong, Deputy Secretary of the Provincial Party Committee, visited and worked in Dien Bien province to exchange experiences in establishing new communes and organizing the Party apparatus and commune-level government.

Receiving the delegation were comrade Tran Tien Dung, Deputy Secretary of the Provincial Party Committee; comrade Lo Van Cuong, Vice Chairman of the Provincial People's Committee.

At the meeting, Mr. Tran Tien Dung, Deputy Secretary of Dien Bien Provincial Party Committee emphasized: The visit and work of the delegation of Luang Prabang province is a meaningful activity, contributing to strengthening the special friendship and comprehensive cooperation between the two Parties and the two States of Vietnam and Laos, and at the same time promoting the relationship between Dien Bien province and Luang Prabang province.

Regarding the process of reorganizing commune-level administrative units, Mr. Tran Tien Dung said: From July 1, 2025, Dien Bien province will implement a two-level local government model. Before the reorganization, the province had 08 districts, 01 city, 01 town with 115 communes, 09 wards and 05 towns. After the reorganization, the province has 45 commune-level administrative units, including 03 wards and 42 communes (a decrease of 65.1%). After more than a month of implementation, the commune and ward-level government system has operated stably and smoothly, serving the people and businesses well.

However, the province also faces some difficulties such as incomplete working conditions in new communes and investment in digital transformation infrastructure. In the coming time, the province will focus resources on supporting localities to complete infrastructure and effectively operate the two-tier model.

Luang Prabang Provincial Party Committee Deputy Secretary Su Can Bun Nhong expressed his wish to learn from Dien Bien's experience in organizing two-level local government and preparing for the Provincial Party Congress.

The two sides agreed to continue implementing the contents signed in the Memorandum of Understanding dated December 25, 2024; speed up the progress of upgrading the main border gate pair Huoi Puoc - Na Son into an international border gate. Dien Bien also invited the delegation and the Luang Prabang Provincial Art Troupe to participate in the Northwest Quintessence Festival from August 29 - 31, 2025.
