Sam Son City Execution Department coordinates with relevant departments to implement professional measures to enforce judgments.
To improve the effectiveness of THADS work, in 2024, the Sam Son City THADS Department proactively advised the City Party Committee and the City People's Committee on solutions in leading and directing the implementation of THADS tasks. At the same time, fully and promptly disseminate directives, resolutions, and guiding documents of the Central, the province and the industry on THADS work to the staff and enforcement officers, focusing on the THADS Law, Resolution No. 96/2019/QH14 dated November 27, 2019 of the National Assembly on "Prevention and combat of crimes and violations of the law, work of the People's Procuracy, People's Court and THA work", Resolution No. 23-NQ/BCSĐ dated March 29, 2022 of the Party Committee of the Judiciary on "Leading the implementation of key THADS tasks, monitoring THAHC in the period 2022-2026".
In addition, closely following the THADS work plan, monitoring THAHC and targets and tasks assigned by the Provincial THADS Department, the City THADS Sub-Department has promptly developed an annual work program and plan as a basis and goal to strive for. Along with assigning targets and tasks to each officer and enforcement officer, the Sub-Department always focuses on innovating professional and technical activities in THADS work, such as: Focusing on directing the work of reviewing, verifying and accurately classifying THA cases; promptly implementing asset seizures for cases with collateral and sufficient conditions for seizure; proactively coordinating with the agencies conducting the proceedings during the investigation, prosecution, trial and THA process. At the same time, effectively organizing the implementation of the inter-sectoral coordination regulations signed with the People's Court, the Police and the People's Procuracy of Sam Son City.
In addition, the branch regularly promotes its role as a permanent, core agency of the City's THADS Steering Committee in resolving cases, especially cases with conditions for enforcement, judgments related to bank credit with large monetary values, complicated and pending cases affecting security - order, social order and safety in the area. Continue to thoroughly educate the staff and enforcement officers to always uphold the sense of responsibility, proactively overcome difficulties in the process of performing tasks and focus on resolving each case effectively.
Thanks to "fundamental" solutions, the enforcement work in 2024 and the first 6 months of 2025 of the Sam Son City Enforcement Department has achieved encouraging results, many cases with enforcement conditions have been resolved completely and in accordance with the law. In 2024, the department received 992 cases, with the amount to be enforced of more than VND 250,437 billion. Of which, 719 cases, with VND 92,869 billion, ensured enforcement conditions; 273 cases, with more than VND 157,567 billion, did not have enforcement conditions. Among the cases with conditions for enforcement, the branch has resolved 597 cases, with the corresponding amount of enforcement being 55,948 billion VND, an increase of 26,108 billion VND compared to 2023, exceeding 1.35% in terms of work and 13.39% in terms of money compared to the target assigned by the Provincial Department of Enforcement.
Regarding the THADS work in 2025, in the past 6 months, the Department has handled 955 cases, with the amount to be enforced of more than 544,556 billion VND. Of which, the number of cases with conditions for enforcement is 656 cases, with the amount to be collected for the State budget and related units of about 322,694 billion VND. The Department has resolved 354 cases, recovering more than 81,913 billion VND. Through the THA work, the interests of the State, organizations, businesses and citizens have been promptly protected, thereby contributing to ensuring security - order, social order and safety in the area.
In order to create a clear change in the effectiveness of the work of THADS in the coming time, the Department has proposed many important solutions. The focus is to continue to promote the dissemination and serious and effective implementation of the directives and resolutions of the Central and the province on THADS. At the same time, regularly seek the guidance of the City Party Committee, the People's Committee, and the Provincial THADS Department on improving the effectiveness of THADS work, especially in the process of resolving cases related to credit institutions, banks, and corruption. At the same time, focus on innovating professional and technical activities in THADS work by directing the team of cadres and enforcement officers to focus on classifying cases accurately and in accordance with the provisions of law; strictly comply with THA procedures and thoroughly enforce conditional cases, pending court judgments and decisions. Enhance the role, responsibility and vanguard and exemplary role of Party committees, Party organizations, cadres and Party members, first of all, of the leaders. Continue to build a strong and professional staff and enforcement officers, with expertise and expertise, to improve the effectiveness of task implementation. At the same time, proactively coordinate with local authorities and relevant agencies in the process of organizing enforcement and effectively resolving major, complicated and prolonged cases, striving to achieve and exceed the 2025 task targets assigned by the Provincial Enforcement Agency, ensuring the legitimate rights and interests of the State, organizations and individuals, contributing to maintaining security - order, social order and safety, promoting the socio -economic development of the city.
