Support level and support objects
Decree No. 159/2025/ND-CP clearly stipulates the support level and subjects eligible for social insurance premium support for voluntary social insurance participants.
The Decree stipulates that voluntary social insurance participants are supported by the State with a percentage (%) of the monthly voluntary social insurance premium according to the poverty line of rural areas as prescribed in Clause 2, Article 31 and Clause 1, Article 36 of the Law on Social Insurance, specifically:
- 50% for participants from poor households, people living in island communes and special zones according to regulations of the Government and Prime Minister ;
- 40% for participants from near-poor households;
- 30% for ethnic minority participants;
- 20% for other participants.
Support period not exceeding 10 years
The Decree clearly states that voluntary social insurance participants who are eligible for support at different levels will be supported at the highest level.
Encourage agencies, organizations and individuals to support social insurance contributions for voluntary social insurance participants.
Depending on socio -economic conditions, budget balance capacity, and combined mobilization of social resources, the People's Committees of provinces and centrally run cities shall submit to the People's Councils of the same level for decision on supporting social insurance premiums for voluntary social insurance participants in the area in addition to the support level prescribed in this Decree.
Based on socio-economic development conditions and state budget capacity from time to time, the Government shall consider adjusting the level of support for voluntary social insurance participants accordingly.
The support period depends on each person's actual voluntary social insurance participation time but not more than 10 years (120 months).
Support method
Decree No. 159/2025/ND-CP stipulates that voluntary social insurance participants who are eligible for support under regulations must pay the social insurance premiums for the portion of their responsibility to the social insurance agency or the voluntary social insurance collection service organization authorized by the social insurance agency.
Every 3, 6 or 12 months, the social insurance agency summarizes the number of supported subjects, the amount collected from the subjects and the amount of money, the state budget supports according to the form issued by Vietnam Social Security, and sends it to the financial agency to transfer funds to the social insurance fund.
The financial agency, based on the regulations on decentralization of local budget management and the summary table of voluntary social insurance participants, and the state budget support funds transferred by the Social Insurance agency, is responsible for transferring funds to the social insurance fund once a quarter; no later than December 31 of each year, the transfer of support funds to the social insurance fund of that year must be completed.
The budget to support social insurance premiums for voluntary social insurance participants is guaranteed by the local budget according to the current state budget decentralization; the central budget supports local budgets according to the provisions of law on the principle of targeted support from the central budget to local budgets to implement social security policies issued by the central government.
The Decree takes effect from July 1, 2025.
