New policy for part-time activists at commune level

The Provincial People's Council has just issued Resolution No. 13 dated July 30, 2025 on Regulations on allowance levels (PC) for non-professional workers at the commune level who continue to be assigned to work in support positions for the activities of the political system of communes and wards; PC levels for non-professional workers in hamlets, quarters, areas, and neighborhoods and monthly support levels for people directly participating in activities in hamlets, quarters, areas, and neighborhoods in Vinh Long province.

The Provincial People's Council has just issued Resolution No. 13 dated July 30, 2025 on Regulations on allowance levels (PC) for non-professional workers at the commune level who continue to be assigned to work in support positions for the activities of the political system of communes and wards; PC levels for non-professional workers in hamlets, quarters, areas, and neighborhoods and monthly support levels for people directly participating in activities in hamlets, quarters, areas, and neighborhoods in Vinh Long province.

Accordingly, part-time commune-level workers who continue to be assigned to positions supporting the operations of the commune-level political system will receive a monthly allowance of 1.5 times the basic salary/person.

In case a non-professional worker at the commune level has a vocational intermediate degree or higher, he/she will receive: PC 1.86 times the basic salary/person (intermediate); PC 2.1 times the basic salary/person (college); PC 2.34 times the basic salary/person (university or higher).

For the title of non-professional workers working in hamlets with 350 households or more; hamlets, quarters, and neighborhoods with 500 households or more; hamlets, quarters, and neighborhoods belonging to key commune-level administrative units with complicated security and order according to the decision of competent authorities; hamlets, quarters, and neighborhoods belonging to island commune-level administrative units; hamlets with 350 households or more converted into hamlets, quarters, and neighborhoods due to the establishment of commune-level urban administrative units: Party cell secretaries; hamlet, quarter, and neighborhood chiefs or hamlet, quarter, and neighborhood chiefs; and front work committee chiefs are entitled to PC equal to 2 times the basic salary/month. Non-professional workers in hamlets, quarters, and neighborhoods with university degrees or higher are supported with an additional 0.34 times the basic salary/person/month; those with college degrees are supported with an additional 0.1 times the basic salary/person/month.

For the position of non-professional workers working in hamlets, quarters, districts, and neighborhoods that are not subject to the above regulations, the Party cell secretary receives a PC equal to 1.5 times the basic salary/month. The head of the hamlet, quarter, district, or neighborhood or the head of the hamlet or quarter people's committee receives a PC equal to 1.5 times the basic salary/month.

The head of the Front's working committee receives a PC of 1.5 times the basic salary/month. Part-time workers in hamlets, quarters, areas, and neighborhoods with a university degree or higher are supported with an additional 0.84 times the basic salary/person/month; those with a college degree are supported with an additional 0.6 times the basic salary/person/month; those with a secondary school degree are supported with an additional 0.36 times the basic salary/person/month.

Implement a budget to support people directly participating in activities in hamlets, quarters, districts, and neighborhoods at the rate of VND 8,000,000/month/unit. Non-professional workers in hamlets, quarters, districts, and neighborhoods who concurrently hold the position of non-professional workers in hamlets, quarters, districts, and neighborhoods or concurrently hold the position of people directly participating in activities in hamlets, quarters, districts, and neighborhoods are entitled to 100% of the support level prescribed for the concurrent position (each person concurrently holds no more than 1 position).
