Son La Provincial People's Committee has issued a Plan to implement the Program "Building a model of grassroots libraries serving people in mountainous and border areas in the Northern midland and mountainous region for the period 2025-2030, with a vision to 2045" in the province.

Accordingly, the Plan aims to concretize the direction of the Prime Minister in the Program "Building a grassroots library model to serve people in mountainous and border areas in the midland and northern mountainous areas for the period 2025-2030, with a vision to 2045" in Son La province; Raising awareness and responsibility of all levels, sectors, and people, especially people in remote areas, about the position, role, purpose, and significance of building a "grassroots library model". In addition, effectively exploiting cultural institutions, promoting all resources to sustainably and effectively maintain the "grassroots library model"; Building reading habits and developing reading culture; Promoting digital transformation to create conditions for people to have equal opportunities in accessing an open and flexible knowledge system with many models, thereby forming habits and developing people's self-learning capacity in the new period.

The general goal is to research and appropriately integrate information resources from communal public libraries (commune libraries); community learning centers; communal post offices and cultural points; law bookcases and books, legal documents of the Project on providing books for communes, wards and some other types of establishments; Build, process, store, preserve, connect and develop information resources suitable for library users; organize the shared use of information resources, information products and library services; disseminate knowledge and cultural values of the nation and humanity; serve the needs of research, study and entertainment; contribute to the formation and development of knowledge, skills, qualities and capacities of library users; apply scientific and technological achievements, modernize libraries; develop a reading culture to create a lifelong learning environment for people, build a learning society, and improve people's knowledge.

Specifically, by 2026, strive for 15% of communes to build a "basic library model" suitable for Son La province; by 2030, replicate the model to reach 50% of the corresponding target and reach 90% by 2045.

By 2026, strive for 15% of grassroots libraries to effectively coordinate with provincial public libraries to provide information, products and library services in the following forms: Circulation, mobile service, via cyberspace and organizing 3 reading promotion activities in the area; by 2030, achieve 50% of the corresponding target and reach 90% by 2045.

By 2026, 40% of librarians at grassroots libraries will be trained, fostered, and have the capacity to provide library services and organize reading promotion activities; by 2030, 60% of the corresponding target will be achieved and 90% by 2045.

By 2026, the number of people using basic libraries to serve the needs of studying, searching for information, and improving knowledge will increase by an average of 10% per year; by 2030, it will reach 15% of the corresponding target and reach 30% by 2045.
