On October 18, the Investigation Police Agency (PC01) of Quang Nam Provincial Police issued a decision to prosecute the case, prosecute the accused, and issue an order to temporarily detain Trinh Thi Ngan (born in 1986, residing in Group 31, Ben Tre village, Cam Ha commune, Hoi An city, Quang Nam ) for the crime of "Lending high interest rates in civil transactions".

According to the investigation agency, from January to March 2023, Trinh Thi Ngan transferred 70 loans to Truong Thi Quynh C. with a total amount of 1,635,000,000 VND, with loan terms from 10 days to 29 days.
The interest rate that Ngan offers when lending is from 15% to 20% of the loan amount. Corresponding to the lowest interest rate of 347.61%/year and the highest interest rate of 730%/year. Ms. C. has paid the principal of 1,635,000,000 VND and the interest of 310,750,000 VND.
The authorities determined that the legal interest that Ngan received according to the law was 87,956,620 VND (20%/year), the amount of illegal profit that Ngan earned was 222,793,379 VND.
The case is being further investigated and handled by the Office of the Investigation Police Agency of Quang Nam Province according to regulations.
