Prime Minister Pham Minh Chinh has just signed Decision 1669 appointing Mr. Pham Quang Dung, Party Secretary and Chairman of the Board of Directors of the Joint Stock Commercial Bank for Foreign Trade of Vietnam ( Vietcombank ) to hold the position of Deputy Governor of the State Bank of Vietnam. The decision takes effect from January 1, 2024.
Mr. Pham Quang Dung, born on April 18, 1973, has a Master's degree in Banking and Finance from the University of Birmingham (UK). Mr. Dung has 29 years of experience working in the banking and finance sector.
Mr. Pham Quang Dung has held many positions since starting his career at Vietcombank in August 1994, from Investment and Guarantee Department; International Relations Department; Financial Leasing Company;
Mr. Pham Quang Dung was appointed Deputy Governor of the State Bank of Vietnam .
At the same time, he has held many important management positions at Vietcombank such as: Deputy Chief of Office; Deputy Director of Vietnam Finance Company in Hong Kong; Head of Correspondent Bank Relations Department; Deputy General Director; Member of the Board of Directors and Deputy General Director.
Mr. Pham Quang Dung was a member of the Board of Directors and General Director of Vietcombank from November 2014 to August 30, 2021. On August 30, 2021, the Board of Directors of Vietcombank met and unanimously elected Mr. Pham Quang Dung - Member of the Board of Directors and General Director to hold the position of Chairman of the Board of Directors of Vietcombank for the 2018-2023 term.
Thus, with this appointment, the leadership of the State Bank will include a Governor, Ms. Nguyen Thi Hong, and 5 deputy governors, Mr. Dao Minh Tu, Mr. Doan Thai Son, Mr. Pham Tien Dung, Mr. Pham Thanh Ha and Mr. Pham Quang Dung .
