Chairman of Hanoi City directs 45-day digital transformation campaign

Directive No. 11/CT-UBND of Hanoi People's Committee Chairman Tran Sy Thanh emphasized: This is a comprehensive campaign to popularize basic digital knowledge and skills for commune and ward officials and people; build a strong digital community at the grassroots level; strongly promote the application of technology in providing public services and administrative management.

The focus of the campaign is to ensure infrastructure, human resources and digital skills, form community digital transformation teams, commune-level technology rescue teams, and deploy "Mobile Digital Literacy" points to support people, especially vulnerable groups.

The campaign requires all 126 communes and wards under the two-tier local government model to have at least one civil servant with IT expertise in charge of digital transformation and IT application. In cases where this is not possible, localities need to proactively contract to hire IT personnel to ensure work implementation.

Along with that, the city will accelerate investment and upgrade telecommunications network infrastructure, especially fixed broadband and 5G networks at public service points. The unit deploying the dedicated data transmission network will arrange information technology and telecommunications engineers to directly support communes and wards in operating digital platforms.

The campaign aims to popularize digital skills as a new era “popular education program”. 100% of commune and ward officials, civil servants, and public employees will be trained in digital skills through online courses (OneTouch, Popular Digital Education, etc.) and “hands-on” training.

100% of community digital transformation team members in villages and residential groups are trained to use digital platforms to serve people such as the National Public Service Portal, iHanoi, AI applications... In particular, communes and wards must deploy the "Mobile Digital Education for the People" model - mobile public service support points right in the community - prioritizing the elderly, people with disabilities, poor and near-poor households.

The city encourages universities and colleges to mobilize IT students to participate in the Campaign, especially during peak periods. The Department of Science and Technology is assigned the role of focal point in coordinating with telecommunications enterprises and network operators to coordinate human resources to support communes and wards.

The Department also hosts training courses on basic digital skills, exploiting digital platforms and information systems for all cadres, civil servants, public employees at the grassroots level and members of the community digital transformation team.

Participation and completion of digital skills courses will be mandatory criteria in the year-end evaluation and reward of officials and civil servants. The city also requires units to seriously organize training, review residential groups in need of support, and organize mobile services appropriate to the actual conditions of each locality.

The Department of Science and Technology is the focal unit to synthesize the results of the Campaign, advise on policies to reward effective and typical advanced models in implementing digital transformation at the grassroots level.

The 45-day digital transformation campaign was launched in the context that Hanoi has just completed the arrangement and consolidation of the administrative apparatus at the commune and ward levels, entering the phase of operating a two-level local government. Ensuring the smooth operation of the public service system and supporting people to access online public services right from the first day of operation is an urgent requirement, of strategic significance in building digital government, digital society and digital economy in the capital.
