The delegation worked with the Border Guard force in Phu Quoc Special Zone to hear reports on the security and order situation at sea and the management of fishermen and fishing vessels operating in the area.

According to the Department of Agriculture and Environment of An Giang province, recently, the Department of Fisheries and Fisheries Surveillance has coordinated with border control stations, specialized departments of Phu Quoc Special Zone to increase patrols and inspections of fishing vessels operating in coastal and offshore areas, combined with propaganda to raise awareness of combating IUU fishing; request fishing vessel owners to bring their vessels for inspection to be granted technical safety certificates for fishing vessels and fishing licenses; strictly manage unqualified fishing vessels, absolutely not allowing them to participate in fishing.
Strengthen the representative office for inspection, examination and control of fisheries at the designated fishing port of An Thoi to meet the requirements for managing fishing vessels leaving, departing and arriving at port; monitoring output through the port; confirming exploited aquatic products; coordinating with functional units in Phu Quoc Special Zone to arrange fishing vessels to anchor and move fish rafts to ensure order and safety for people and vehicles entering and leaving the port and anchoring in the waters in front of the fishing port.
The Department of Agriculture and Environment coordinates with the People's Committee of Phu Quoc Special Zone and functional forces to strengthen the management of fishing vessels of the special zone and properly manage fishing vessels leaving, arriving at port, and tracing the origin of aquatic products to prepare to receive and work with the 5th Inspection Delegation of the European Commission (EC).

Speaking at the meeting, Chairman of An Giang Provincial People's Committee Ho Van Mung acknowledged the efforts and responsibilities of agencies, units and localities in implementing the task of combating illegal, unreported and unregulated (IUU) fishing. However, the province has a very large number of fishing vessels departing from the province's waters to relatively close foreign waters, as well as a number of other difficulties, shortcomings and limitations that have not been thoroughly resolved.
Comrade Ho Van Mung suggested that in the coming time, agencies, units and localities continue to well implement the directions of the Politburo and the Secretariat; the spirit of the Prime Minister's telegram and the four recommendations of the European Commission (EC). The Department of Agriculture and Environment reviews documents and coordination regulations, all of which must demonstrate the Prime Minister's "6 clear" spirit: clear people, clear work, clear time, clear responsibility, clear products, clear authority.

The Chairman of the People's Committee of An Giang province especially noted that from August 5 to 20, agencies, units, and localities will launch a peak period to handle and resolve "3 no" fishing boats and "3 no potential" fishing boats in the province.
The authorities must perform their duties in accordance with legal regulations on management, monitoring of journeys and departure procedures; check the operating journey equipment on the ship before departure; at the same time, order additional software to automatically detect and warn the journey monitoring device (VMS) when it loses connection, there is a risk of violation and if there is a violation, it will be handled according to legal regulations.
The authorities strictly enforce the law, administratively and criminally handle violations at the highest level according to the law when fishermen illegally exploit seafood, without reporting and without regulations; increase diverse and visual propaganda for fishermen about IUU fishing violations and the levels of handling according to the law so that all fishermen understand and comply.
