Also attending this “2 in 1” conference were: Permanent Deputy Prime Minister Nguyen Hoa Binh ; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; leaders of ministries, branches, central agencies; leaders of provinces and cities in the Southeast region.

After the administrative unit arrangement, the Southeast region includes 3 provinces and cities: Ho Chi Minh City (merging Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong), Dong Nai province (merging Dong Nai and Binh Phuoc), Tay Ninh province (merging Tay Ninh and Long An ); with an area of over 28 thousand km2; population of nearly 21 million people; GRDP scale of over 150 billion USD; accounting for 36.3% of total state budget revenue, 33.3% of export value, more than 42% of foreign investment capital of the whole country.

The Southeast region is a region of special importance, an economic locomotive, a growth pole that is decisive for the country's development. In the first 6 months of 2025, GRDP growth in the Southeast region is estimated at 7%, lower than the national average and the lowest among the 6 economic regions; GRDP scale reached 1,122 trillion VND, leading the economic regions; total state budget revenue was 431.5 trillion VND, reaching 57.1% of the estimate; exports reached 115.7 billion USD...

Currently, the Southeast region is implementing many important infrastructure projects that are being promoted, including: offshore wind power projects; free trade zones; Long Thanh International Airport project and roads connecting to Long Thanh Airport; regional traffic projects such as Gia Nghia Chon Thanh Expressway, Ho Chi Minh City - Moc Bai Expressway... According to reports from localities in the Southeast region, the medium-term public investment demand for the period 2026 - 2030 proposed for support from the central budget is 36 projects with a total capital of more than 137 trillion VND.

In 2024, the Chairman of the Regional Coordination Council assigned 29 tasks to members of the Southeast Regional Coordination Council to carry out in 2024. To date, 13 specific tasks have been submitted to the Prime Minister, 01 regular task has been carried out in 2025, and 15 tasks are still being carried out.

The conference assessed that, despite achieving many important results, there are still many difficulties and obstacles in implementing tasks such as: many tasks have not been completed on schedule by ministries and localities; the issuance of the 2025 Action Plan of the Southeast Regional Coordination Council has not been implemented yet due to major changes in organizational structure; the implementation of the arrangement and organization of local government apparatus still has difficulties; many projects are still slow to implement due to limited resources; the mobilization of land resources for socio-economic development is still slow...

Ho Chi Minh City alone, after the merger, has formed the largest "megacity" in Vietnam and Southeast Asia; with a total area of 6,773 km²; a population of 14 million people; GRDP of about 2,716 trillion VND, equivalent to 113 billion USD, accounting for 23.6% of the country's GDP. As a pioneer in implementing new development models, the City's GRDP increased by 6.56% in the first 6 months; foreign investment attraction in the first 7 months reached nearly 5 billion USD, up 17.7%; disbursement of public investment reached 55,913 billion VND, equal to 47.0%; the implementation of 2-level local government has been organized and implemented in a methodical and synchronous manner and is being operated stably and smoothly; the work of ensuring social security and taking care of people's lives has been given attention by all sectors and levels; The work of ensuring social order and safety is carried out strictly...

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that under the direction of the Politburo, the Secretariat, and General Secretary To Lam, we have carried out a revolution in organizational structure, reorganized the country, and up to now have basically succeeded in turning the situation around, transforming the state to enter a new era of development.

In particular, after the arrangement, the Southeast region has expanded its space, conditions, and development resources, thanks to which, the Southeast region has achieved many results in socio-economic development, security, national defense, and foreign affairs, contributing to the achievements of the whole country in the past time, especially in the first 6 months of 2025.

In the coming time, the Prime Minister requested that, based on their functions, tasks and powers, ministries, branches and localities in the region review their institutions; review regional planning and that of each province and city; integrate planning on a scientific and practical basis to create new development spaces; implement solutions to mobilize resources, especially mobilizing the private economy, public-private partnership, taking state resources as the leader, activating all social resources for investment and development; train human resources commensurate with new needs; implement smart governance to meet new development needs; organize development spaces and closely coordinate between ministries, branches and localities to promote rapid and sustainable development of the Southeast region.

Noting the tasks of the Southeast Regional Coordination Council, as well as the provinces and cities of the Southeast region, which must be exemplary and take the lead in implementing the 4 Resolutions of the Politburo as the "four pillars", the Prime Minister directed to focus on key infrastructure projects such as: Ho Chi Minh City Ring Road 4 Project; Can Gio International Transit Port Project; Long Thanh International Airport Project and connection with Tan Son Nhat International Airport; Project to build an International Financial Center in Ho Chi Minh City; regional connection traffic projects such as Gia Nghia - Chon Thanh Expressway, Ho Chi Minh City - Moc Bai Expressway.

Along with that, research on the Loc Ninh - Bien Hoa railway connecting Cai Mep port and Can Gio port; the Ho Chi Minh City - My Thuan route implemented in the form of public-private partnership; research on the construction of a subway or urban railway connecting Tan Son Nhat and Long Thanh airports.

Assessing the implementation of Resolution 98 on piloting special mechanisms and policies for the development of Ho Chi Minh City, the Prime Minister said that out of 44 special mechanisms, the City has implemented 36 mechanisms, initially bringing positive results; 6 mechanisms are developing implementation documents and 2 mechanisms have stopped being implemented due to new regulations replacing them.

After 2 years of implementing Resolution No. 98 and implementing the Prime Minister's direction, Ho Chi Minh City has achieved many outstanding results, removing many years of backlog; ensuring social security, sustainable poverty reduction; proactively using resources from the City budget to implement inter-regional and expressway projects, helping to quickly complete investment procedures, speed up project implementation progress; mobilizing social resources for development...

Pointing out a number of shortcomings and limitations, the Prime Minister requested Ho Chi Minh City to be more determined, make greater efforts, take more drastic actions, and promote specific mechanisms and policies more effectively with the spirit of "5 leading".

In particular, the City must take the lead in digital transformation, development and application of science and technology, promote startups, innovation and smart urban development; take the lead in attracting investment in high-tech industries, green technology associated with sustainable development; take the lead in developing high-value-added finance, services, tourism and marine economy; take the lead in developing high-quality human resources, leading experts in key areas; take the lead in implementing social policies and social security, leaving no one behind.

Emphasizing that the mechanism has been approved, awareness has matured, actions need to be more effective and drastic; proving that the proposal is correct, accurate, effective, and suitable to the practical situation and development trends, the Prime Minister directed that there must be a stronger, more aggressive mindset; coordination must be more effective and closer; the way to solve and remove obstacles must be stronger, sharper, and more methodical.

The Prime Minister noted that the two-level local government apparatus in Ho Chi Minh City must continue to operate stably and smoothly; synchronously deploy tasks and solutions to promote economic growth, in which the City must set a target of 8.5% GRDP growth in 2025, of which the last 6 months of the year strive to reach 10.3%; continue to maintain the City's economic stability; build a clean, honest, action-oriented government serving the people; focus on cultural development, ensuring social security, proactively preventing and combating natural disasters, and responding to climate change.

The Prime Minister believes that with solidarity, unity, high determination, great efforts, and drastic actions, Ho Chi Minh City will promote the achieved results, unleash resources, exploit potentials, accelerate, break through, and continuously develop, in accordance with the spirit of "rising from one's own hands, mind, sky, and sea" to "turn nothing into something, turn difficult into easy, turn impossible into possible".
