Speaking at the opening of the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc asked delegates to focus on the main content of the operation of the two-level local government model, serving people and businesses.
In particular, regarding socio -economic development, the Chairman of the Ho Chi Minh City People's Committee directed units to clarify the development strategy in the coming time, the planning, the projects being implemented and the difficulties and recommendations of the wards, communes and special zones to the city.
The Chairman of the Ho Chi Minh City People's Committee emphasized that wards, communes, and special zones must strive together to make the city one of the top 100 livable cities in the world by 2030.

Before the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc and the working delegation visited the Ba Ria Ward Public Administration Service Center. According to the report, in July 2025, the center received 1,288 records, including 1,135 online records; 153 direct records, postal services. The results were 1,046 records resolved before the deadline, 68 records on time, 6 records overdue; 147 records are being resolved within the deadline.
However, at present, the Ba Ria Ward Public Administration Service Center still faces some difficulties and problems such as: the software for receiving documents sometimes has errors, affecting the progress of receiving and resolving all administrative procedures when processed on the software system; the civil status database has been synchronized, but in the process of looking up data, there are still some cases where information cannot be exploited, so the specialist in charge has to do it manually, leading to slow results for the people; population data on people's marital status has been integrated into the system but is not clear, leading to the implementation of procedures to confirm people's marital status, requiring verification steps, which takes a long time to resolve.

Also this morning, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc awarded a certificate of merit to Mr. Cao Thanh Dat (26 years old), a warehouse employee of Viettel Post, who saved the life of a girl who drowned at a swimming pool in Vung Tau ward on the afternoon of July 31.
