(NLDO) - On the afternoon of March 17, the Ministry of Industry and Trade held a ceremony to transfer the Market Management Departments of provinces and cities to localities.
According to Decree 40 of the Government in 2025, the Ministry of Industry and Trade will have 22 units, reducing 6 focal points, in which the model of the General Department of Market Management will no longer exist. Instead, the Department of Domestic Market Management and Development will be established on the basis of the functions, tasks and apparatus of the General Department of Market Management and the Department of Domestic Market.

In addition, Decree 40 also requires the Ministry of Industry and Trade to transfer the status quo of the Provincial Market Management Department under the General Department of Market Management to the People's Committees of provinces and centrally run cities to establish a Market Management Sub-Department under the Department of Industry and Trade before June 1, 2025.
Meanwhile, the Department of Domestic Market Management and Development performs the function of market inspection and control nationwide.
At the local level, according to the new organizational structure, the Department of Domestic Market Management and Development will not manage human resources, but will be responsible for inspecting law enforcement, implementing professional measures in preventing commercial fraud, and developing specialized inspection plans...
And inspection will still be maintained at both levels: Local and inspection level under the Department of Domestic Market Management and Development.
For local cases, the Department of Domestic Market Management and Development will manage the inspection records, including: Inspection minutes, inspection decisions, inspection subjects and inspectors...
According to the leader of the Ministry of Industry and Trade, the change in the operating mechanism will not change the nature, functions and tasks of the market management force.
Mr. Tran Huu Linh, Director of the Department of Domestic Market Management and Development, shared that violations are becoming more and more sophisticated and complicated. Counterfeit goods and goods that infringe on industrial property rights and intellectual property rights are increasing. In addition to the acts taking place in the traditional environment, e-commerce is also posing many challenges for the force.
Mr. Tran Huu Linh emphasized that in the new context, the authority of specialized inspection may change, but the Market Management Department continues to be the main force in the work of preventing and combating counterfeit goods, smuggling, and trade fraud.
"There is a change in the organizational model but the color and responsibility of the Market Management Department has not changed. There needs to be closer coordination between the People's Committees of the provinces and the Department of Domestic Market Management and Development as well as the Ministry of Industry and Trade," said Mr. Tran Huu Linh.
Preliminary statistics from the force show that from October 2018 to February 28, 2025 (after more than 6 years of operation), the entire market management force inspected 665,168 cases, administratively sanctioned 417,604 violations, and transferred 911 cases to the prosecution agency for consideration and criminal prosecution.
The total amount of fines for violations is 5,542 billion VND. Of which, 3,376 billion VND was paid to the state budget; the value of confiscated exhibits and means of administrative violations, remedial measures applied, and transfers was worth more than 2,166 billion VND.
