Along with the strong transformation of the development model of both sides in recent years, especially the achievements in the fields of science and technology and talent training, great opportunities are opening up for further strengthening high-quality development cooperation between Vietnam and the Hong Kong Special Administrative Region (China).
Speaking to a VNA reporter in Hong Kong, Professor Hoang Cam Huy from the Chinese University of Hong Kong, a member of the Hong Kong Legislative Council, said that in recent years, Vietnam has made continuous efforts in the field of scientific and technological innovation, especially in promoting the development of research centers and institutes in the fields of artificial intelligence, environmental protection and smart cities.
This is not only potential, but also opens up new opportunities for further strengthening scientific and technological cooperation and talent training between Vietnam and Hong Kong because the development of the two sides is relatively synchronized with each other.
Mr. Hoang Cam Huy emphasized that one of the most important goals of building Hong Kong into an international science and technology center is to promote international cooperation and go abroad, in which taking advantage of the potential and local talent of cooperation partners is an effective measure to realize the above purpose.
Therefore, in recent years, Hong Kong has always focused on recruiting and training a team of scientific and technological talents from excellent Vietnamese students, with the number increasing every year. These students, after completing the training program, will stay and work, becoming a bridge to promote cooperation between Vietnam and China in general and Vietnam and Hong Kong in particular.
Even if they cannot stay due to family or personal circumstances, their return to Vietnam will still play a good connecting role, promoting more and more Vietnamese talents, businesses and investors to come to Hong Kong to seek cooperation and investment opportunities.
Hong Kong is currently a very attractive destination for Vietnamese businesses and investors, especially when Asia in the next 5-10 years will still be the region with the most developed economy in the world.

From the perspective of state management, Professor Hoang Cam Huy said that the Vietnamese Government has recently been very active, interested and focused on promoting the development of science and technology. Accordingly, the role and ranking position in the field of science and technology innovation of Vietnam around the world has also gradually increased. Everyone knows that, along with the growing trend of society, countries will all have to face the situation of aging population and declining birth rate, so science and technology are indispensable. The Vietnamese Government also fully grasps and understands this very well, so it has invested a lot in promoting research, innovation and development of science and technology.
With five major universities ranked among the world’s top 100 universities and many other research centers and institutes, Hong Kong is home to a strong pool of scientific and technological research and innovation talent. The government is also committed to promoting Hong Kong as an international technology and innovation hub, promoting the development of new technology and innovation industries, and turning outstanding R&D achievements into reality.
Professor Hoang Cam Huy said that over the past two years, the Hong Kong government has invested a total of 200 billion HKD (25.6 billion USD) to promote scientific and technological development and innovation, building Hong Kong into an international technological innovation center, playing the role of a bridge for cooperation between China and the region and the world.
Hong Kong will focus on doing well in basic research, turning ideas into products and commercializing them. The science and technology development plan requires cooperation between industries, academia and research institutes.
This plan will be implemented by Hong Kong for 5 years. The first 3 years will be focused on schools, with schools and industries collaborating to realize and commercialize scientific ideas generated from schools and research centers. The next 2 years will be the period when businesses will play a leading role and focus on developing scientific innovations from previous schools and centers according to market needs.
Hong Kong is leveraging its existing capital to invest in science and technology research plans, then concretizing and commercializing the inventions and achievements. The special administrative region is promoting the development of the northern urban area with the hope of relocating some residents from the center there.
This new urban area also has many scientific and technological research and innovation centers with different levels of concentration and specialization, in which the Western area focuses on developing service science fields such as financial services and legal services; the central area focuses on and develops science gardens, universities and human resource training; and the Eastern area focuses on green development research, construction of environmental protection works and projects.
Professor Hoang Cam Huy emphasized that Vietnam has always had good relations with countries and territories, so many countries have sought to cooperate in production and business. However, in the current context, Vietnam should also pay attention to promoting the development of science and technology at a high level, and cannot always be a developer and an application for others, but must become a creator with more and more inventions and innovations in science and technology.
Along with that, Vietnam should also research and promote more strongly the work of introducing and promoting in the international market. Many people still think that Vietnam is currently in a low development stage relying mainly on human resources, not knowing that Vietnam has risen, gradually becoming a creative and technological country. Therefore, foreign affairs, introducing and promoting to both enhance the position and attract more world investors to Vietnam is very important./.
