Kinhtedothi - Hanoi People's Committee has issued Decision No. 6443/QD-UBND dated December 16, 2024 on declaring an emergency situation of landslides on the right Da and right Hong dikes in Ba Vi district and issuing an order to urgently build works to prevent landslides on the dike slopes.
The landslide location of the downstream dike of the right bank of Da from K7+850 to K8+080, Tong Bat commune, with a length of about 230m. The landslide location of the downstream dike of the right bank of Hong from K6+700 to K6+920, Co Do commune, with a length of about 220m.
The landslide has the potential to endanger the safety of the Da right dike in Tong Bat and Co Do communes, Ba Vi district; directly affecting the safety of people and vehicles participating in traffic in the area where the dike slope has collapsed.
Regarding urgent measures that need to be applied immediately: The City People's Committee assigned the Ba Vi District People's Committee to preside over and coordinate with the Department of Irrigation and Natural Disaster Prevention and Control to maintain warnings and implement measures to ensure safety for people and vehicles participating in traffic on the landslide dike.
Along with that, continue to organize the first hour handling according to the 4-on-site motto, implement appropriate reinforcement measures to minimize the development of landslides, clear drainage ditches, and take measures to prevent rainwater from flowing into cracks and subsidence. Coordinate with the construction management unit to organize increased inspections, regularly and closely monitor the incident. In case of detecting potential risks of dike safety, immediately report to the City's Steering Committee for Disaster Prevention, Control and Search and Rescue.
Assign the Department of Agriculture and Rural Development to immediately delineate the area at risk of landslides, regularly update and report on the landslide situation and the progress of incident handling. Actively coordinate with the People's Committee of Ba Vi district in closely monitoring the landslide situation, organizing the first hour of handling according to the 4-on-the-spot principle; implement appropriate reinforcement measures to minimize the development of landslides; widely announce the above emergency situation.
The media should inform and warn about the above emergency situation so that people know and can proactively prevent it.
In this Decision, the City People's Committee issued an Order to construct the project "Emergency handling to overcome the landslide situation on the right bank of Da and right bank of Hong dykes in Ba Vi district" in Tong Bat commune, Co Do commune, Ba Vi district.
Preliminary scale, tasks, and requirements for the project: Handling landslides on the dike slope with a total treatment length of about 450m at the following locations: downstream of the right dike of Da from K7+850 to K8+080, downstream of the right dike of Hong from K6+700 to K6+920.
Estimated investment cost is 18 billion VND, capital source from City budget. Construction time is to be completed before May 30, 2025. Project completion in 2025.
