Union proposes to adjust minimum wage from July 1

On the morning of June 26, the National Wage Council held its first meeting to discuss the minimum wage plan for 2026.

In the program, the Vietnam General Confederation of Labor (VGCL) proposed adjusting the minimum wage from July 1, 2025.

Explaining the reason, this agency cited the survey results in March and April 2025 in 10 provinces and centrally-run cities: 93.25% of employees in enterprises said that their minimum wages had been adjusted according to regulations. However, some enterprises only adjusted for a group of low-wage workers, just to pay insurance, so the actual wages of employees did not increase. This reflects a lack of seriousness in complying with the law, or perhaps due to the lack of financial capacity of enterprises.

Also according to the above survey, with nearly 3,000 workers responding, 54.9% said their salary and income were just enough for their family's basic expenses; 26.3% had to be frugal and frugal; 7.9% did not have enough to live on and had to do other jobs to make ends meet.

Notably, 12.5% of workers regularly (monthly) have to borrow money to stabilize their lives; 29.9% occasionally (3-4 months/time) have to borrow money...

The Vietnam General Confederation of Labor cited survey results, noting that up to 72.6% of single people said that salary was the main factor influencing their decision to get married. Meanwhile, 72.5% of married workers said that their current salary and income influenced their decision to have more children. A living income level makes couples worry about their financial ability to raise children...

Regarding medical expenses, 44.1% of workers said that their income only covered basic health care and medical examination needs; 38.0% only had enough money to buy some basic medicines; 5.6% did not have enough money to buy medicine and medical examination at all. The vast majority of workers did not have the financial capacity to proactively take care of their health, especially when they had serious medical problems or needed long-term treatment.

Given the above situation, continuing to adjust regional minimum wages early is important, urgent and extremely necessary for workers and their families.

Regarding the monthly minimum wage adjustment, the Vietnam General Confederation of Labor proposes two options, specifically as follows:

Regarding the adjustment of the minimum hourly wage, the Vietnam General Confederation of Labor proposed to determine it based on the conversion of the monthly minimum wage and have an adjustment coefficient.
