This is Harvard University's first official strategy to support international students since the US Department of Homeland Security announced it was stripping Harvard of its right to recruit international students last May.

Although the US government 's decisions and decrees aimed at affecting international students at Harvard have been blocked by a federal judge, the concerns of the international students have not diminished.

Many people are reluctant to leave the United States at this time, even though this is when international students often return home to visit family during summer vacations, or take research trips to countries with which they have connections.

According to the plan that Harvard has just released, international students of Harvard Kennedy School (under Harvard University), if they cannot enter the US in the near future, will be able to continue their studies through a student exchange program at the Munk School of Public Policy and International Affairs (under the University of Toronto).

The program will combine courses taught by faculty from both schools, according to a joint statement from the leadership of both schools.

The announcement also stressed that the plan would only be implemented if a certain number of international students were unable to enter the United States due to visa issues. The announcement of this plan was mainly intended to ease the anxiety of international students studying at Harvard.

"With these contingency plans, Harvard Kennedy School can still ensure that it provides a world-class public policy education to its international students, even if they are unable to return to campus at the start of the next academic year," said Harvard Kennedy School dean Jeremy Weinstein.

This exchange student program is only available to international students who have completed at least one academic year at the Harvard Kennedy School.

In recent times, the administration of US President Donald Trump has put a lot of pressure on Harvard through a series of moves, such as cutting billions of dollars in research funding for the school and threatening to strip the school of its right to recruit international students.

Harvard is currently being accused by the US government of failing to thoroughly address racism and violence on campus.

In addition, the school has shown signs of violating its obligation to report information to authorities. At the same time, the school is said to have “sensitive” connections with foreign organizations, causing potential risks to US national security.

Over the past five years, 52 percent of Harvard Kennedy School students have been international. The school currently has 739 students from 92 countries enrolled in its public policy and public administration programs.
