Ensuring safety of dikes and dams in Tien Yen

Tien Yen district currently has 16 dams; 57 bridges/spillways distributed in 7 communes; 42.406km of dykes (5.3km of level IV dykes; 37.106km of level V dykes). According to district statistics, storm No. 3 severely damaged 14 irrigation dams; 60 canals were damaged and collapsed; 12 bridges and spillways were damaged. To proactively cope with complicated weather developments, immediately after the storm, the district reviewed the entire system of dykes, reservoirs, and spillways in the area; proposed plans to repair damaged structures at risk of landslides to ensure safety for people, crops, production facilities, etc.

Ms. Do Thi Duyen, Head of the District Department of Agriculture and Rural Development, said: "To proactively overcome damage and prevent complicated weather developments, the district requires specialized departments and offices to quickly handle weak dikes and reservoirs... We are repairing and cleaning up areas that can cause flooding when floods come so as not to affect people's lives."

Ha Thanh dike (Dong Hai commune) was severely damaged by storm No. 3.

In the coming time, the district determines that the direction of preparation, response, and recovery from weather developments must be urgent, focused, and proactive. Relevant units must strengthen inspection, supervision, coordination, and cooperation between forces smoothly, flexibly, and comprehensively, achieving practical results.

Proactively prevent natural disasters early and from afar, following the motto "4 on-site", "putting people's health and lives first and foremost"; prevent before there is danger, apply prevention measures one level higher than forecast; always review and detect areas that need attention and consolidation; heighten vigilance, do not be subjective; do not lose your composure in situations.

To ensure safe operation of reservoirs, the district directed relevant units to synchronously implement safety solutions. Special attention was paid to drills on emergency response plans for dam incidents to instruct people on skills to cope with unusual rains and floods.

The system of dykes, embankments, and dams is reinforced by the district to ensure the highest technical standards.

The authorities closely coordinate with communes and towns to strengthen propaganda and mobilize people to raise awareness in proactively and promptly implementing measures to respond to dam safety incidents. Encourage households to evacuate houses in dangerous areas to ensure safety of life and property.

The district identifies flood escape routes, predicts areas at high risk of flooding, areas requiring evacuation of people and property, rescue routes, evacuation routes and means of assisting the most effective and fastest evacuation.
