Speaking at the opening of the Congress, Comrade Do Thanh Binh, Member of the Party Central Committee, Secretary of the City Party Committee, Secretary of the Can Tho City Military Party Committee emphasized: “The success of the 13th Congress of the City Military Party Committee, term 2025-2030 is an important premise for the Executive Committee of the City Military Party Committee to continue to promote strength, unite to lead agencies and units to successfully implement goals and tasks in the term 2025-2030 and the following years. At the same time, it contributes to the success of the 11th Congress of the Military Region 9 Party Committee and the 15th Congress of Can Tho City Delegates”.

In the 2020-2025 term, the Can Tho City Military Party Committee has advised the City Party Committee and the City People's Committee to lead and direct the implementation of military, national defense and border guard tasks, achieving quite comprehensive results; successfully completing the targets and tasks set out in the Congress resolution for the term.

In particular, the city's armed forces after the merger and new establishment under the two-level local government organization have quickly been consolidated, stabilized, put into operation, effectively promoting their advisory role to local Party committees and authorities in leading, directing, and organizing the implementation of military, national defense and border defense tasks; contributing to building an all-people national defense, associated with the people's security posture, and building an increasingly solid defense zone in the area.

With the motto: "Solidarity - Democracy - Discipline - Creativity - Development", the 13th Congress of the Can Tho City Military Party Committee set out a number of targets such as: 100% of officers and soldiers have steadfast and firm political will, ready to receive and complete assigned tasks well; common disciplinary violations are less than 0.2%; no serious disciplinary violations; ensuring safety in activities.

Complete 100% of training plans for subjects; 100% of tests meet requirements, 75% or more are good, excellent, new soldiers are excellent. Military recruitment meets 100% of targets, youth with technical expertise strives to reach 15%; military and grassroots military recruitment strives to have 15% of candidates eligible to take the exam pass; education and training in national defense and security knowledge for subjects reaches 100% of the plan; 80% of agencies and units achieve "good" digital transformation and 20% achieve "good" level...

Improve the quality of training and exercises in defense areas closely to the local situation and mission requirements.

Promote the spirit of solidarity and unity within the Party Committee, command and the entire Party; strictly follow the principle of democratic centralism.
