Localities are having many solutions to promote online public services.

At the People's Committee of Bat Xat town (Bat Xat district), every time a citizen comes to do administrative procedures, the town's civil servants have to spend time holding hands, guiding them, and helping them fill out all the information on the public service portal. Mr. Nguyen Van Hanh, Chairman of the People's Committee of Bat Xat town, said that the difficulty the locality faces when implementing online public services is that the educational level of a part of the population is still low, many people have little access to information technology, do not know how to use computers or the internet, do not have smartphones... so they cannot carry out online procedures.

Therefore, civil servants at the one-stop shop often have to spend time assisting people in entering information, affecting other work. To solve the above difficulties, the only solution for the locality is to promote propaganda about digital transformation to each residential area.

Coc Leu Ward, Lao Cai City is a locality that is highly appreciated for implementing online public services, with 100% of procedures received and processed online. Ms. Bui Thi Phuong Thao, Chairwoman of Coc Leu Ward People's Committee, said that in the coming time, the ward will continue to modernize the administrative system, exploit and make good use of software for managing documents and work records, and increase the application of information technology in the reception and return of results department.

Promoting online public services has received special attention from the Party Committee and the Lao Cai City government, aiming to build a digital government. In the first 3 months of 2024, the City People's Committee and communes and wards received and processed online the entire process for 9,070/9,493 records, reaching 95.5%; made online payments for 7,563/8,890 records with financial obligations, reaching 85%.

In addition to the achieved results, the provision of online public services by state agencies in the city has certain limitations such as: In some areas, especially in communes, people do not know about online public services, the majority of people still have the habit of going directly to state agencies to be guided on how to perform administrative procedures; the intellectual level and conditions for using information technology equipment of the people are still limited, leading to difficulties in accessing online public services; public services are often faulty and people have to perform them many times, leading to people not wanting to perform online public services...

Mr. Ngo Vu Quoc, Vice Chairman of Lao Cai City People's Committee, said that in order to contribute to improving the efficiency of providing online public services in the area, the city has proposed a number of solutions including: Strengthening propaganda and raising awareness of online public services so that people and businesses can better understand the benefits of using online public services. Promoting the review and publicization of administrative procedures in providing online public services. Implementing standardization and developing specific criteria to determine administrative procedures that can be provided online. Improving the interface of the public service portal towards simplicity, convenience and ease of performing administrative procedures. In particular, building and maintaining the operation of the Electronic Information Portal of the commune-level government and social networking sites (such as Zalo, Facebook...) of the commune-level People's Committee to enhance interaction and provide guidance on providing online public services for organizations and individuals...

As of early 2024, the number of online public services updated on the province's public service portal is 1,323 services; the rate of online application submission is 44.48%; the rate of administrative procedures configured for online payment is 100%.

From January 1, 2024 to June 30, 2024, Lao Cai province will pilot 35 categories of online public services that do not accept paper documents (full-process public services) in the province. Accordingly, full-process public services include: 29 procedures at the provincial level; 4 procedures at the district level; 2 procedures at the commune level.

The Provincial People's Committee has also issued Plan No. 132/KH-UBND on promoting the effectiveness of providing and using online public services in the area in 2024. With the goal of strengthening direction to promote the effectiveness of providing and using online public services and other utilities on the Provincial Public Service Portal (DVC) system to increase the number of online public service transactions and online payments in handling administrative procedures (TTHC).

The Provincial People's Committee directed to strengthen coordination between departments, branches, sectors and localities in providing online public services to serve people and businesses; increase the number of administrative procedure files processed online, complete the targets on providing and using online public services of the province, especially online public services throughout the pilot implementation process without accepting paper files.
