Speed up the implementation of road traffic projects

On the afternoon of October 13, at the National Assembly House, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

The Government recommends that the National Assembly Standing Committee review and comment on the dossier and draft Resolution so that the Government can continue to complete and submit it to the National Assembly for consideration and approval at the 6th Session of the 15th National Assembly according to the shortened procedures and approval at one session.

According to the Government's Proposal, recently, some localities have proposed to be the investment management agency for projects under the authority of the Ministry of Transport; some PPP projects under study propose that the State's participation be higher than 50% of the total investment. In addition, the supply of materials from mineral mines has not met the demand because many projects are implemented at the same time, and the licensing dossier for mineral mines is delayed. Therefore, it is necessary to shorten the time to complete the procedures to soon add more material mines in the project research dossier.

After a preliminary review of this content, the Standing Committee of the Economic Committee agreed with this proposal and at the same time requested a more complete assessment of the impact of the policies, especially those related to state budget revenue and expenditure, to avoid loss and waste.

At the meeting, National Assembly Chairman Vuong Dinh Hue emphasized that the pilot must have a specific and clear address, time scope, space, order, procedures, and responsibilities. Basically agreeing with the dossier and contents of the draft Resolution, the National Assembly Chairman clearly stated the goal of issuing the resolution to speed up the implementation of projects and at the same time piloting with a number of other policies to continue to perfect related laws in the future to meet the requirements of a constantly moving and developing life.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai requested the Government to accept the opinions of the examining agencies and the opinions of the National Assembly Standing Committee to complete the dossier and documents of the draft Resolution.

* Previously, the National Assembly Standing Committee gave opinions on reviewing and deciding on the plan to allocate and use the increased revenue and savings from regular expenditures of the central budget in 2022 and the increased revenue from the central budget in 2021 allocated to the Socio-Economic Recovery and Development Program to implement the policy of supporting rent for workers with surplus.
