Proposal to allocate more than 519 billion VND to support the collective economy of Ho Chi Minh City

It is expected that the Ho Chi Minh City budget will allocate more than 519.7 billion VND to support collective economy and cooperatives.

The Department of Planning and Investment of Ho Chi Minh City is developing a policy to support the development of collective economy and cooperatives in Ho Chi Minh City for the period 2023-2026.

Specifically, the city budget will allocate more than VND519.7 billion to support the collective economy and cooperatives. Of which, the highest support amount is the budget for implementing policies to support attracting young workers to work in cooperatives and cooperative unions, with more than VND456 billion.

This amount is used to support salaries for workers who have graduated from college, university, or post-graduate school and are working at cooperatives and cooperative unions. Each year, cooperatives and cooperative unions in operation are supported to contract a maximum of 02 people to work; of which, 01 person is in charge of technical and professional work and 01 person is in charge of a position in the Board of Directors.

This regulation only applies to cooperatives and cooperative unions recruiting new professional staff. Employees eligible for the policy must be between 18 and 30 years old, have graduated from majors suitable to the registered profession and the needs of the unit, and must have at least a college degree or higher.

In particular, priority is given to technical staff and accounting staff to support management and apply scientific and technical advances to production and business in accordance with the needs and main fields of operation of collective economic organizations.

The policy also gives priority to people with high educational qualifications (multiple university degrees in different majors, master's degrees, doctorates); people sent or dispatched by collective economic organizations to training at training institutions with university degrees or higher as prescribed by law.

Children of members of collective economic organizations are also given priority to enjoy this policy.

It is expected that in the 2023-2026 period, 5,414 workers will be attracted under this policy.

In addition to the above support, the budget is also expected to allocate 47.5 billion VND to support investment in infrastructure and product processing; 7.65 billion VND to support training for members and employees working in management, technical expertise and professional work of collective economic organizations; 6.51 billion VND to support training for members and employees working in management, technical expertise and professional work of collective economic organizations; 1.32 billion VND to support capacity building for civil servants and public employees of state management agencies on collective economy, Cooperative Unions, associations, unions, socio-political organizations, lecturers on collective economy in universities, colleges and vocational high schools; and 700 million VND to support the construction of information and propaganda systems.
