Proposal to reduce environmental protection tax on gasoline until the end of 2026

(Dan Tri) - The Ministry of Finance proposed to continue to maintain the current reduction in environmental protection tax on gasoline at VND2,000/liter until the end of 2026.

The Ministry of Finance has just completed the draft Resolution of the National Assembly Standing Committee on environmental protection tax rates for gasoline, oil, and grease in 2026.

This Ministry submitted to the Government to submit to the National Assembly Standing Committee to issue a Resolution on environmental protection tax rates for gasoline, oil, and grease to be applied in 2026 as prescribed in Resolution No. 60/2024 of the National Assembly Standing Committee (except for aviation fuel).

Specifically, for gasoline, excluding ethanol, the tax is 2,000 VND/liter; diesel, fuel oil, and lubricants are 1,000 VND/liter; grease is 1,000 VND/kg; and kerosene is 600 VND/liter.

The Ministry of Finance said that maintaining the tax reduction policy in recent years has helped keep gasoline prices stable, limiting the negative impact of world price movements. This year, the tax reduction also contributed to reducing tax costs in the retail structure, thereby reducing gasoline prices.

Regarding aviation fuel, the Ministry of Finance believes that the implementation of the policy of reducing environmental protection tax on this fuel in recent times has brought about positive effects, helping to reduce input fuel costs for the aviation industry in general and air transport enterprises in particular, contributing to helping air transport enterprises overcome the crisis caused by the Covid-19 pandemic and economic recession.

In the context that the Vietnamese aviation market has basically recovered, in order to continue supporting businesses in the aviation industry while still ensuring fairness between other transport sectors such as railway transport and road transport, it is proposed to set the environmental protection tax rate at VND 2,000/liter (a reduction of VND 1,000/liter compared to the current rate).

To ensure continuity, it is proposed that the Resolution take effect from January 1, 2026.

From January 1, 2027, the environmental protection tax on gasoline, oil, and grease will return to the ceiling level, equivalent to the environmental protection tax on gasoline, except ethanol, which is VND 4,000/liter; jet fuel, which is VND 3,000/liter; diesel, fuel oil, and lubricants, which is VND 2,000/liter; kerosene, which is VND 1,000/liter; and grease, which is VND 2,000/kg.
