Proposal to establish an Appraisal Council to adjust the Long Thanh International Airport Project

The investment policy for the Long Thanh International Airport Project is being proposed by the Ministry of Transport (MOT) to competent authorities to consider adjusting the investment scale and implementation time of phase 1 of the Project.

The Ministry of Planning and Investment has just proposed that the Prime Minister consider the decision to establish a State Appraisal Council to appraise and adjust the investment policy of the Long Thanh International Airport Project.

The State Appraisal Council for appraising the adjustment of the investment policy of the Long Thanh International Airport Project will be chaired by the Minister of Planning and Investment; the Vice Chairman of the Council is the Deputy Minister of Planning and Investment.

The members of the Council include: leaders of the Government Office ; leaders of the Ministries of Transport, Finance, Construction, Natural Resources and Environment, Science and Technology, Information and Communications, Culture, Sports and Tourism, Agriculture and Rural Development, National Defense, Public Security, Justice; State Bank of Vietnam; State Capital Management Committee at Enterprises and leaders of Dong Nai Provincial People's Committee.

Previously, the Ministry of Transport issued Document No. 10626/TTr - BGTVT requesting the Prime Minister to consider and submit to the National Assembly for approval the adjustment of the investment policy of the Long Thanh International Airport Project.

In Submission No. 10626, the Ministry of Transport proposed to adjust the scale and implementation time of phase 1 in Clause 6, Article 2 of Resolution No. 94/2015/QH13 dated June 25, 2015 of the National Assembly on the investment policy of Long Thanh International Airport Project.

Specifically, “Phase 1: Invest in the construction of 2 runways in the North and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year; completed and put into operation by 2026 at the latest”; “The Government directs the preparation of a feasibility study report and investment decisions for each phase of the project in accordance with the provisions of law”.

The Ministry of Transport also proposed to adjust the investment scale of phase 1 of the Project in Clause 1, Article 1 of Resolution No. 95/2019/QH14 dated November 26, 2019 of the National Assembly on approving some main contents of the Feasibility Study Report of the Long Thanh International Airport Construction Investment Project Phase 1 as follows: "Invest in the construction of 2 runways in the North and 1 passenger terminal and synchronous auxiliary items with a capacity of 25 million passengers/year; 1.2 million tons of cargo/year".
