
On the morning of August 7, Ho Chi Minh City Social Insurance said that it had submitted a report to the Ho Chi Minh City Party Committee and Ho Chi Minh City People's Committee proposing solutions to implement the targets for developing social insurance and health insurance in the city.
Ho Chi Minh City Social Insurance proposed that the Ho Chi Minh City People's Committee develop a policy to support voluntary health insurance and social insurance payments for local people to submit to the Ho Chi Minh City People's Council.
In particular, it is proposed to use the highest support policies of the 3 provinces and cities (previously) as the basis for building the resolution such as: supporting the cost of buying cards for people from 60 years old (people from 60 years old and above are elderly according to the Law on the Elderly) to under 75 years old; students; security and order protection teams; poor and near-poor households, orphans, and people in difficult circumstances.
Specifically, support for voluntary social insurance participants for the poor is 30%, near-poor is 25%; forces participating in protecting security and order at the grassroots level are 100% of the lowest contribution level.
Support 100% of health insurance premiums for people from 60 to under 75 years old who are not eligible for retirement and state protection policies; workers whose unemployment benefits have expired for more than 3 months and are unemployed, supported for 12 months; forces participating in protecting security and order at the grassroots level; primary, secondary and high school students at public and non-public educational institutions and high school continuing education students; groups under the Ho Chi Minh City Sustainable Poverty Reduction Program for the period 2025-2030.
In addition, Ho Chi Minh City Social Insurance proposed to support the contribution level for people aged 45 to 60, with an additional support level of 20% in addition to the Central support level (20%), to receive a pension when participating for 15 years, and to be granted a health insurance card with a benefit level of 95%.

Ho Chi Minh City Social Insurance also proposed that the Ho Chi Minh City Party Committee direct the Ho Chi Minh City Vietnam Fatherland Front Committee, departments, branches, and localities to coordinate with the city's Social Insurance to organize propaganda and mobilize ethnic communities in the city to participate in social insurance and health insurance to ensure the target of coverage of social insurance and health insurance participants is achieved.
According to the HCM City Social Insurance, currently, the rate of students participating in health insurance at some universities and colleges is still low, below 80%, even in some places only reaching 50-60%. Meanwhile, the Health Insurance Law stipulates that students are required to participate and are supported by the state budget at 50%.
Ho Chi Minh City Social Insurance recommends that the Ho Chi Minh City Party Committee direct the Party committees of universities and colleges to include health insurance content in resolutions and work programs for the school year. Assign the target of 100% student health insurance participation as a competition criterion, and include compulsory health insurance payment for students in the collection at the beginning of the school year, especially for students from the second year onwards, to ensure continuous medical examination and treatment benefits for students without interruption.
At the same time, strengthen the role of the Youth Union and Student Association in advising and supporting students to participate in health insurance. Mobilize, support part of the payment, and give health insurance cards to students from disadvantaged groups. Strengthen communication on political and social orientation.
