Accordingly, to ensure the implementation of social insurance and health insurance policies and regimes, and the management of social insurance, unemployment insurance (UI), and health insurance revenues and expenditures in Ho Chi Minh City during the implementation phase of the two-level local government organization model, the Social Insurance of districts, towns, and cities will be in charge of the areas of wards, communes, and special zones under district-level administrative units before the arrangement.

Previously, Social Insurance Region XXVII established a permanent working group at Social Insurance Region XXVII to direct the reception, guidance, resolution, and timely handling of arising problems in the implementation of two-level local government from July 1.

The working group at Social Insurance Region XXVII directly directs, supervises and supports the reception, guidance and settlement of documents related to Social Insurance, Health Insurance and Unemployment Insurance when organizing the 2-level local government in the new Ho Chi Minh City. Timely handle arising situations and problems in practice, ensuring that the rights of people and businesses are not interrupted. Coordinate with local authorities and relevant functional agencies to remove difficulties and agree on appropriate handling plans according to the characteristics of each locality.

The working group at the district-level Social Insurance closely follows the locality and facility; identifies and evaluates public administrative locations with many records and situations that need to be handled to develop a plan to assign and send staff to proactively and promptly perform tasks and handle arising situations. At the same time, be ready to arrange for permanent staff to directly receive and return administrative procedure results as soon as directed by the Chairman of the Commune People's Committee in July.

Since July 1, local Social Insurance agencies have arranged for permanent staff to directly receive, guide documents and procedures, and disseminate social insurance and health insurance policies to people at the Commune-level Administrative Service Centers.
