Trusted Service: The Foundation for Trust in the Digital Age

On June 19, in Hanoi, the National Electronic Authentication Center (NEAC) organized an international workshop on Trusted Services with the theme "Opportunities and challenges in the quantum era".

The workshop is an in-depth forum, contributing to raising awareness of agencies, organizations and businesses about the risks and challenges posed in the quantum era for security and electronic authentication services; updating legal policies and new international technical standards established by the European Union (EU), implementing modern, cross-border trusted service models, ensuring safety, compliance and meeting international standards, thereby promoting experience sharing between countries, organizations and domestic and international businesses, enhancing cooperation and synchronously developing trusted service infrastructure in Vietnam.

Speaking at the opening of the workshop, Ms. To Thi Thu Huong, Director of NEAC emphasized: "In an era where data becomes a new resource and digital transactions become popular, ensuring digital trust is a prerequisite. In Vietnam, we identify digital signatures and trusted services as not only technical tools, but also the foundation to ensure trust in electronic transactions, shaping the digital economy , digital government and digital society".

As the national Root CA, NEAC is also actively coordinating with ministries, sectors, enterprises and international partners to promote the development and upgrading of technical standards frameworks for post-quantum algorithms, connecting with international roadmaps and recommendations from organizations such as NIST, ETSI, eIDAS 2.0. At the same time, the Center also encourages the application of blockchain technology in trusted services, especially decentralized signature models, immutable storage and multi-dimensional authentication mechanisms on the principle of legal compliance and compatibility with current PKI infrastructure.

One of the highlights of the workshop was identifying information security threats in the context of increasingly realistic quantum computing. Mr. Lai Seow Yong, Technical Director of Asia- Pacific region of Utimaco (Germany) shared about the risks of breaking current encryption systems by quantum computers, and emphasized the urgency of researching, preparing and switching to post-quantum cryptography (PQC) algorithms.

Overview of the Workshop

Speaker Fabio Rego, representative of Ascertia Company (UK) presented about eIDAS 2.0, the European Union's electronic identification legal framework, along with the vision of developing trusted services in a cross-border, transparent and secure direction. This is considered an important reference direction for Vietnam in upgrading the legal corridor and deploying remote digital signature services integrated with the national electronic identification platform such as VNeID.

At the Workshop, Mr. Tran Dinh, Chairman of the Fintech and Web3 Committee of the Vietnam Blockchain Association, introduced the digital signature deployment model on the blockchain platform, opening up a potential direction for decentralized digital signature services, with high scalability and ensuring data immutability.

The workshop brought together many policy makers, technology experts, certification organizations, businesses and international partners to discuss, share solutions, and establish a common vision for a trusted platform in the digital future.

The workshop is a concrete step in the roadmap to improve management capacity, apply advanced authentication technology and build a modern, transparent and reliable service infrastructure in line with global standards.

Trust services are a new concept in the Vietnamese legal framework , officially regulated in the Law on Electronic Transactions 2023 and specified in Decree 23/2025/ND-CP. Accordingly, Trust services in electronic transactions are services performed by service providers through the network environment to verify and authenticate trust in electronic transactions. In particular, the addition of two new types of services, data message authentication and timestamp issuance, according to the new provisions of Decree 23/2025/ND-CP, marks the completion of trust infrastructure in Vietnam, in line with international practices and contributes to creating legal trust for digital transactions in all areas of economic and social life.

Decree No. 23/2025/ND-CP on electronic signatures and trusted services for the first time provides comprehensive regulations on three types of trusted services : Public digital signature certification services, timestamping services and data message certification services. At the same time, it clearly stipulates the licensing conditions, obligations of service providers and the term of the trusted service business license is 10 years. The Decree officially takes effect from April 2025.
