Weigh station is as good as not

Giao thong newspaper has just published an article: "A convoy of trucks carrying soil destroys residential roads in Quang Ngai ", reflecting the convoy of 3-axle and 4-axle trucks carrying soil from Tan Lap quarry (Hanh Nhan commune, Nghia Hanh, Quang Ngai) pouring out onto residential roads, causing the roads to be completely destroyed, and the fear of traffic accidents lurking.

During the actual recording process, reporters noticed that hundreds of trucks entered and left Tan Lap mine, but none of the vehicles weighed their loads according to regulations.

At Tan Lap quarry, there are 4 soil mining locations with 5 large excavators operating at full capacity. Next to them, dozens of 3-axle and 4-axle trucks are waiting. However, when the trucks are loaded with soil, none of them pass through the weighing station.

After being fined by the Department of Natural Resources and Environment and asked to install a weighing station, about 3 months ago, the mine owner, Phu Dien Company Limited, installed a weighing station near the mine entrance. However, it seems that the installation was just for show, as drivers ignored the weighing station, and the mine owner did not take any action.

On the afternoon of June 28, the reporter continued to contact Mr. Tran Khac Nguyen, Director of Phu Dien Company Limited. However, like previous contacts, Mr. Nguyen's phone number was always busy.

Speaking with Giao thong Newspaper, Mr. Nguyen Mau Thoi, Director of Kim Thoi Company Limited (a transport company with a convoy of vehicles transporting soil from Tan Lap mine for the Quang Ngai - Hoai Nhon expressway project) admitted: "The route of vehicles transporting soil for the roadbed is too narrow, while the fleet has about 40 vehicles. Currently, the demand for soil to serve the expressway is too great, so we have to increase our vehicles. The fleet of large-bed trucks carrying soil cannot avoid being overloaded."

Mr. Thoi said that the unit has increased the number of water trucks to prevent dust and regulate the vehicles to maintain a safe distance to ensure traffic safety. "The reason why the vehicles did not pass through the weigh station is because there was a problem with the weigh station. On the morning of June 28, after the newspaper reported the incident, all vehicles passed through the weigh station," Mr. Thoi said.

If there is a violation, the license will be revoked.

It is known that Tan Lap land mine was granted by Quang Ngai province to Phu Dien Company Limited in January 2020, without auction, with an area of 11.87 hectares, exploitation reserves of 796,651m3, exploitation capacity of 190,000m3/year, for a period of 4.5 years from the date of licensing.

The weighing station was installed at the mine by Phu Dien Company Limited, but through repeated observations on June 27, no trucks were found passing through the weighing station as required before leaving the mine.

Speaking with Giao Thong Newspaper, the leader of the Department of Natural Resources and Environment of Quang Ngai said that the Department recently inspected Tan Lap mine and discovered many violations, including the act of not installing a weighing station.

"The situation of the soil transport fleet not allowing vehicles to pass through the weighing station as reported by the Newspaper, the Department will organize an inspection, if discovered, it will advise the provincial leaders to decide to suspend exploitation and revoke the license. This is unacceptable behavior, which needs to be strictly handled. There is no such thing as installing weighing stations to deal with it.

In case the mine owner intentionally violates the law, the unit will advise the competent authority to transfer the case file to the police for investigation," he said.

Speaking with Giao Thong Newspaper, the leader of Project Management Board 2 (investor of the Quang Ngai - Hoai Nhon expressway project) said that from the beginning, the unit had given instructions to contractors, requiring strict compliance with load capacity during the transportation of construction materials for the project.

"Thank you Giao Thong Newspaper for the information. We will review and resolutely handle contractors who intentionally use materials from overloaded and oversized vehicles," affirmed the leader of Project Management Board 2.
