Inheriting the infrastructure and e-government platform, Da Nang city continues to promote the application of technology, digital transformation in public administration and digital economic development.
As soon as the two-level government model officially came into operation, Da Nang promoted the application of technology such as artificial intelligence (AI) and blockchain in the process of handling administrative procedures for people and businesses.
This is also the time when the city is determined to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
From experimental zone to pioneering digital governance city
Da Nang is a dynamic locality in applying technology to public administration management. The application of AI or blockchain is no longer a distant concept but is becoming a powerful tool, bringing about breakthrough changes, improving the efficiency of operations in the local state administrative apparatus.
In administrative management, AI helps optimize processes, shorten processing time, reduce paperwork, and bring more convenience to people and businesses. Artificial intelligence technology also helps improve the quality of public services, provide accurate and timely information, support officials in making data-based decisions, towards transparency and fairness; analyze big data, helping state agencies better understand the needs of people and businesses, forecast trends, and make more effective policies.
The Prime Minister has issued Decision No. 1236/QD-TTg approving the National Strategy on application and development of blockchain technology until 2025, with a vision to 2030. This is an important legal foundation, paving the way for localities such as Da Nang to build their own blockchain ecosystem, aiming to develop new areas such as digital assets and land management using blockchain technology.
Regarding the application of blockchain technology in public administration in Da Nang, Mr. Nguyen Hoai Tuong, Director of the Big Data and AI Center, affirmed that the application of blockchain not only helps improve transparency and security in data management, but also opens up a new approach in operating public services.
However, to realize this, localities need to deploy specific experimental models. One of the effective approaches is to apply the sandbox model (controlled experiment). Promoting the application of technology to handle administrative procedures and direct operations, Da Nang city uses information, data, charts, and warnings of services to direct operations such as: the situation of handling and providing administrative procedures (number of records, administrative procedures that are about to be due or due but have not yet had results, comments and feedback from people); maps of operations in wards and communes; information on flooding.
Call center 1022 has applied Chatbot to support providing information, handling opinions, feedback, suggestions and answering questions of people about public services. This Chatbot is integrated on many platforms including: Messenger application on Facebook, Zalo Fanpage "Call center 1022" and on the call center's own website.
The Da Nang City Intelligent Operation and Monitoring Center (IOC) has also deployed data sharing to wards and communes. Based on the data provided by the IOC Center, ward and commune leaders can use it to have more information to serve the general direction and operation of the locality.
Mr. Nguyen Van Quoc, Director of the Da Nang City Intelligent Monitoring and Operation Center (IOC) said: "Through monitoring the provision of public services as well as the processing of administrative procedures of the IOC, the center will send warnings to the wards and communes about files that are about to be returned or are overdue, and will send text messages and emails to the ward and commune leaders, as well as send them directly to the officers handling the files. Thereby, helping to remind the officers to promptly return the files on time, minimizing late returns, and improving the level of satisfaction of the people when using public services."
Da Nang has achieved many important results such as developing modern information technology infrastructure, creating favorable conditions for building digital government and modernizing public services. Compared to other localities, Da Nang city has a fairly synchronous information technology infrastructure. Therefore, when applying AI or blockchain to public service systems such as: urban management, infrastructure, land, population, etc., it will promote outstanding efficiency.
Mr. Le Son Phong, Deputy Director of the Department of Science and Technology of Da Nang City, affirmed that digital transformation is not only a trend but also a driving force to promote economic growth, modernize the government and improve people's quality of life.
The rate of processing online records of Da Nang city has reached nearly 60%, nearly 50% of adults have digital citizen accounts, along with the strong development of the Intelligent Operation Center (IOC), has helped Da Nang operate the government effectively on a digital data platform.
Developing digital economy and e-commerce associated with connecting Da Nang region
The information technology industry continues to affirm itself as one of the five key economic sectors of Da Nang city. In 2024, the revenue of the information technology industry in Da Nang city (old) will reach 39,888 billion VND; the number of digital technology enterprises is 2,556, reaching a rate of 2.35 enterprises/1,000 people (nearly 3 times the national average). The total number of information technology workers in the area is about 57,000 people, reaching a rate of 7.7% of the total workforce (nearly 3 times the national average of 2.7%).
Mr. Ho Quang Buu, Vice Chairman of the People's Committee of Da Nang City, said that in 2023, the digital economy will contribute 20.96% of GRDP (the national average is 16.5%); in 2024, it will be 22% of GRDP (the national average is 18.3%). The city aims to have the digital economy account for at least 35-40% of the city's GRDP by 2030 (Resolution No. 57-NQ/TW is 30%).
Da Nang develops a digital economy based on science, technology and innovation, promoting sustainable development. Digital technology is integrated into industries and fields, creating momentum for model innovation, improving growth quality, labor productivity, and shifting the economy towards a digital economy. Local digital technology enterprises are developing strongly, gradually mastering technology, developing platform products, and applying "Made in Da Nang."
According to Mr. Tran Quoc Chinh, General Director of CMC Cyber Security, Da Nang city develops its digital economy based on its strengths in high-quality human resources in fields such as chip manufacturing, building digital data application centers and turning this data into digital assets for development. Currently, Da Nang is aiming to build a smart city based on a digital platform and become a digital financial center.
"We hope to build a Data Center in Da Nang to develop the digital economy here," said Mr. Chinh.
With the advantage of being the largest economic center of the Central region, having modern transportation and logistics infrastructure, and experience in implementing e-government and digital economy, Da Nang is a convergence point for businesses connecting online e-commerce business activities.
In the period of 2023-2025, the promotion of regional linkages in e-commerce development has achieved many practical results. Through a series of activities such as training, connecting digital platforms and implementing cooperation models between enterprises, production units, and online sales channels, a digital trade ecosystem has been formed, creating conditions for Da Nang and other localities to deeply access and gradually participate in the international market.
From the perspective of digital economy from e-commerce activities, Ms. Le Hoang Oanh, Director of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) said that Da Nang is a pioneer city in developing digital commerce and regional connectivity. Da Nang's initiative in digital transformation has helped the city create a solid foundation for sustainable digital economic development with connectivity between regions and localities.
In the 2026-2030 period, the Ministry of Industry and Trade aims to continue promoting regional linkage activities in e-commerce development in a synchronous, substantive and sustainable manner, focusing on perfecting institutions, developing infrastructure and digital platforms, improving the quality of human resources, forming a multi-layered cooperation network between localities, businesses and digital service providers to contribute to the growth of the national digital economy and Da Nang is an important link.
Implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Da Nang city sets 51 goals and targets such as by 2050, the scale of the digital economy will reach at least 60% of GRDP (Resolution No. 57-NQ/TW is 50%); have at least 3 digital technology enterprises on par with advanced countries (the national target is 10 enterprises); attract at least 1 more world-leading technology organization or enterprise to set up headquarters, invest in research and production in the city../
Since then, the city's science, technology, innovation and digital transformation have developed steadily; the government has directed, operated, provided services and transacted with people and businesses in the digital environment; Da Nang is one of the digital technology and innovation industrial centers of Vietnam and Southeast Asia./.
